- Description
- Market Survey for 155mm Howitzer, Artillery-launched, Sensor Fused Munition (SFM) solutions. The Army Contracting Command - New Jersey (ACC-NJ), on behalf of the U.S. Army Office of the Project Manager (PM) Combat Ammunition Systems (CAS) is conducting a market survey to identify 155mm Howitzer, Artillery-launched, Sensor Fused Munition (SFM) solutions. It is desired that the operation and capabilities of the SFM be analogous to the M898 Sense and Destroy Armor (SADARM) projectile, and is compliant with the US DoD Cluster Munition Policy (< 1% Unexploded Ordnance [UXO]). The SFM must demonstrate capability against massed, poorly located, mechanized armored vehicles; that may be in a GPS denied environment. Mechanized armor targets include target types such as Main Battle Tanks, Light Tanks, Armored Fighting Vehicles (AFVs), Armored Personnel Carriers (APCs) and Self-Propelled Artillery. Responses should be provided with the following assumptions: • Enter Post Milestone-B Qualification Testing in FY19 using existing US Army 155mm Cannon Artillery Systems (M109A6 or M777A2) to provide information for a Type Classification Standard, Full Material Release (TC/FMR) decision • Empirical evidence of compliance with US DoD Cluster Munition Policy (If available) • Compatible with US Modular Artillery Charge System (MACS) • Production contract award in FY20 • Initial SFM deliveries in FY21 • Production rate of 1,000 all-up-round munition deliveries per year for a 5 year period. Interested firms should provide their qualifications and capabilities within thirty (30) calendar days of this published notice in the form of a White Paper via email to Marcus Edmundson, ACC-NJ-CA Bldg. 10, Picatinny Arsenal, NJ 07806-5000, marcus.l.edmundson.civ@mail.mil. TELEPHONE INQUIRIES WILL NOT BE ACCEPTED. Provide manufacturer's name, address, point-of-contact with telephone number and email address, size of business (small/large), and country where the facility is located. White papers should describe existing test information that could be utilized to support a TC/FMR decision, developmental/qualification scope & costs, US DoD Cluster Munition policy compliance costs (development, test), production costs, milestone schedule (based upon above assumptions) and risks (management, technical and production). This Market Survey is for planning purposes only and should not be construed as a request for proposal (RFP) or as an obligation on the part of the U.S. Government. The U.S. Government has no obligation to provide responses to this Market Survey.
