Description
NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT The National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division, on behalf of the National Weather Service, intends to negotiate on a sole source basis with McKinsey & Company, Inc., 1200 19th Street NW Suite 100, Washington, D.C. 20036, pursuant to Federal Acquisition Regulation (FAR) Subpart 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The requested services are a continuation of an Operational and Workforce Analysis project contract with McKinsey. The current project provides expertise in planning and implementing broad organizational change, including stakeholder engagement and change management, to support the National Weather Service (NWS) in realizing the vision of a Weather-Ready Nation. The continuation will emphasize how to further develop and refine these recommendations into a fully integrated field structure from headquarters (including the recent NWS Headquarters reorganization effort) to field offices (including national centers) as well as other remaining parts of the NWS to ensure a holistic view and seamless approach to evolving NWS’s operating model; workforce model; and organizational structure from the current state to a future state. The continuation will also achieve a broad coalition of stakeholder support, both internally and externally, from local to national levels, by fostering engagement throughout a shared decision process. The North American Industry Classification Code (NAICS) for this acquisition is 541611 with a business size standard of $15,000,00.00. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. A statement of capabilities must be received by 11:00am, February 22, 2016. The response must be provide sufficient detail to permit agency analysis to establish a bona fide capability to meet the requirement. Failure to submit such documentation will result in the Government proceeding as previously stated. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
