- The Department of Energy, Golden Field Office, intends to award a sole source contract, in accordance with the Federal Acquisition Regulation (FAR) 6.302-5, to the National Institute of Building Sciences (NIBS). Authority to sole source to NIBS is provided for in 12 USC 1701j-2(g)(3). This contract will be awarded to identify the state of the `Stadiums and Arenas? Sector (sector), in terms of energy and water performance, and develop a strategic vision for potential engagement of the sector in addressing identified opportunities and challenges. The buildings and facilities that support athletic activities exist in communities across the country from big cities to college towns. These facilities are special in that they house specific functions and often ramp up to provide energy and water intensive services for periods of time while remaining in ?standby? mode at other times. The distinct nature of these facilities is what makes this endeavor unique. DOE intends to establish a dialogue to bring together stadium and arena owners and operators and building professionals to examine the current state of performance and identify the opportunities and challenges in advancing the design, construction and operation of high-performance facilities. Through a series of workshops, webinars, targeted outreach and research, NIBS will identify the state of the sector. DOE will use this information to help develop a strategic vision for potential engagement of the sector in addressing identified opportunities and challenges in advancing energy and water performance. In order to determine the current state of this sector, the DOE will acquire contractor services to: ? Conduct a literature review to identify existing resources which will provide information for the discussion and could be used in the development of the subsequent project activities; ? Conduct a survey of stadium and arena owners and operators to assess the current state of practice and identify a preliminary set of opportunities and challenges to advance energy and water performance; ? Conduct a two workshops in regionally diverse settings to discuss survey findings and results, receive more in-depth feedback, identify best practices and leading practices, produce case studies, and assess potential strategies to advance performance; ? Conduct a webinar to introduce the project to the sector and solicit input through the survey and participation in one of the workshops and hold another webinar in conjunction with the release of the state of the industry report, strategic vision, and any other supporting resources developed; ? Delivery of Final Report that incorporates the literature review and research, as well as compiles the survey results and webinar and workshop comments into a detailed report of the challenges and opportunities of this subsector. The estimated duration of the work under this contract is for twelve (12) months, with a program magnitude of between approximately $110,000 and $120,000. No RFQ will be issued publically for this requirement. Interested parties may identify their interest and capability to respond to this requirement, no later than February 22, 2016. However, a determination by the government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
