Description
Statement of Work NASA/JSC has a requirement for an Internal Collaboration support platform to provide the capability for NASA employees to collaborate within and across the NASA organization promoting internal collaboration and the identification of solutions to internal challenges by internal personnel and expertise. The support services required include: assistance with platform program management, support organizational planning meetings, training, preparation of challenge documentation, execution and administration of posted challenges, access to broad community of NASA challenge solvers, and adherence with NASA JSC Information Technology (IT) security requirements. Specifically, the software-as-a-service platform shall have an authentication model capable of seamless integration with the NASA e-authentication system. NASA/JSC intends to purchase these requirements from InnoCentive, Inc. InnoCentive, Inc. has the required IT infrastructure necessary to support the requirements and access to a broad community of NASA challenge solvers. Use of any other system would require duplication of work and loss of the existing infrastructure that has been designed, tested, validated, and proved successful within the existing community and with the NASA's e-authentication system. A loss of the existing infrastructure cannot be recovered by the Government through competition without substantial duplication of time, costs, and risk to timely and successful implementation. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the Contracting Officer, Aubrie Henspeter at aubrie.henspeter@nasa.gov not later than 4:30 p.m. local time (Central Standard Time) on February 26, 2016. Please reference NNJ16579096L in any response. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
