Technical Requirements Matrix RFI RFI Number: 1B-16-A-0003 Notice Type: Sources Sought/Request for Information Synopsis: REQUEST FOR INFORMATION ON AN ADVANCE ANALYTIC CAPABILITY PLATFORM NAICS CODE: 511210 Software publishers NAICS CODE: 541511 Software programming services, custom computer NAICS CODE: 541511 Software analysis and design services, custom computer NAICS CODE: 541511 Computer program or software development, custom NAICS CODE: 541511 Computer software analysis and design services, custom NAICS CODE: 541511 Computer software programming services, custom NAICS CODE: 541511 Computer software support services, custom NAICS CODE: 541511 Applications software programming services, custom computer The U.S. Postal Service is seeking to obtain information and insight as to how industry can handle the needs of the U.S. Postal Service by procuring an Advanced Analytic Capability Platform. The Postal Service has established an Advanced Analytics Center of Excellence that is responsible for analyzing data throughout the USPS and using sophisticated modeling techniques to predict future events, discover patterns that cannot be detected otherwise, and prescribe what actions should be taken for the best outcome. The Advanced Analytics group was established as part of a restructure of the Enterprise Analytic group in 2015. This group plays a key role in the overall success in the transformation of the USPS to a data driven corporation. This team will act as a center of analytic excellence to provide technological and data science skills throughout the USPS. As the USPS moves quickly to explore and launch new initiatives, analytics is key for providing management with the information required to determine key focus areas. It is imperative that the USPS acquire the appropriate methods and tools to support this. Potential vendor(s) will provide a centralized platform for analytics, applying rapid problem solving and prototyping using data across and outside the organization to answer key business questions and provide valuable data-driven insight. Proposed platform will perform supervised and unsupervised machine learning techniques leveraging common and advanced statistics functions.
