Please see posting for full details: https://www.fbo.gov/notices/77772baa7c7bbcfc0eaa134eac1663c9 The Uniformed Services University of the Health Sciences (USU) is the Nation's federal health sciences university and is committed to excellence in military medicine and public health during peace and war. We provide the Nation with health professionals dedicated to career service in the Department of Defense and the United States Public Health Service and with scientists who serve the common good. We serve the uniformed services and the Nation as an outstanding academic health sciences center with a worldwide perspective for education, research, service, and consultation; we are unique in relating these activities to military medicine, disaster medicine, and military medical readiness. USU is located in Bethesda, MD on the grounds of the Naval Support Activity Bethesda. USU intends to negotiate on a sole source basis with Best Theratronics located in Kanata, Ontario, Canada for emergency repairs to an Atomic Energy of Canada, Ltd Gamma Cell 40 irradiator. This repairs will be procured in accordance with the procedures of FAR Part 12-Commercial Items and FAR Part 13-Simplified Acquisition Procedures. Sole source determination is made in accordance with: FAR 6.302-2 - Unusual and Compelling Urgency (a) Application. This authority applies to those situations where (1) an unusual and compelling urgency precludes full and open competition, and (2) delay in award of a contract would result in serious injury, financial or other, to the Government. An urgent procurement is being processed to repair a Gamma Cell 40 irradiator which has experienced an unexpected failure of the interlock system and source movement rods causing the equipment to become inoperable. The failure of the unit has caused highly sensitive and essential research within the School of Medicine to completely stop and it jeopardizes the project which is being conducted in collaboration with other agencies. Two vendors were contacted regarding this repair and only one response was received from Best Theratronics. As further delays will jeopardize the research project, it is recommended that a sole source award be provided to Best Theratronics. All conditions provided in FAR 6.303 and 6.304 exist. The justification has been documented and has been determined to be accurate, items included in FAR 6.303-2(b) have been recorded, and the contracting officer has approved the action, which is expected to be under $700,000. This is not a request for quotes and a solicitation package will not be issued. Offerors interested in responding to this notice must do so by 3:00 p.m. EST on February 22, 2016. A determination by the government not to compete this proposed contractual action based upon responses received is solely within the discretion of the government.
