- This is a SOURCES SOUGHT ANNOUNCEMENT to be used for Market Research only seeking professional services of hydropower-related subject matter experts within the Small Business community. Only Small Business firms, including 8(a) Program Participant, HUBZone Small Business, Small Disadvantaged Business, Women-Owned Small Business, Veteran-Owned Small Business or Service Disabled Veteran Owned Small Business should respond to this announcement. No solicitation will be available at this time. 1. CONTRACT REQUIREMENT: The anticipated contract, when solicited, will be procured as Professional Services (Not Brooks Act). This procurement will be conducted under the North American Industrial Classification System Code (NAICS) 221111, Hydroelectric Power Generation. The Small Business size standard is 500 employees. However, responses may also be submitted under 541330 for Engineering Services, with a size standard of $15,000,000.00 if firms are knowledgeable in the areas below. Respondents are required to state whether the firm is a Small Business, 8(a) Program Participant, HUBZone Small Business, Small Disadvantaged Business, Women-Owned Small Business, Veteran-Owned Small Business, or Service Disabled Veteran Owned Small Business. The anticipated type of a contract is a Firm-Fixed-Price (FFP). If the contract is set-aside for Small Business, FAR 52.219-14, Limitation on Subcontracting, will be included in the contract. This clause requires that at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the small business concern. 2. PROJECT INFORMATION: The U.S. Army Corps of Engineers (USACE), Sacramento District is looking to acquire professional services related to easement acquisition, including determination of just compensation and coordination with Federal Energy Regulation Commission (FERC), California Public Utilities Commission (CPUC), and private hydropower companies concerning plant decommissioning. Additionally, any information relating to expert understanding of decommissioning as it occurs in the industry and how the industry regards decommissioning, and decommissioning in the context of market perceptions. 3. SUBMISSION REQUIREMENTS: All interested Small Business firms, including 8(a) Program Participant, HUBZone Small Business, Small Disadvantaged Business, Women-Owned Small Business, Veteran-Owned Small Business or Service Disabled Veteran Owned Small Business are encouraged to respond to this notice and may do so by submitting statements of qualifications. The qualifications statement is limited to no more than ten (10) pages total and shall include the following information: 1. Firm's name, address, point of contract, phone number and email address; 2. Information addressing all or any of the below items: a) Firm's experience with and understanding of hydropower plant decommissioning as an event that occurs in the industry; b) Firm's experience with and understanding of the volatility of potential decommissioning costs and the likelihood of cost changes; c) Firm's experience with and understanding of where the risks actually lie, and description of what factors might trigger higher cost requirements; d) Firm's experience with and understanding of the risk items in decommissioning; e) Firm's experience with and understanding of the California PUC surrender process specific to the Central Valley and the Sacramento and San Joaquin River Basins; f) Firm's experience with and understanding of the PUC timeline for surrender; g) Firm's experience with and understanding of the elements of the management component of decommissioning. 3. Firm's business size - State whether your firm is Small Business, an 8(a) Program Participant, HUBZone Small Business, Small Disadvantaged Business, Women-Owned Small Business, Veteran-Owned Small Business or Service Disabled Veteran Owned Small Business. Please include an electronic copy of your Federal Small Business Administration certification of Small Business status to verify your firm's stated business size. This will not count toward the total number of pages in your submittal. The response must be specific to the information listed above to show that the respondent meets the requirements and possesses the necessary skills and experience. If a response does not show that the respondent meets the qualifications and/or does not possess the necessary skills and experience, the respondent will not be considered by the Government. Again this is not a request for proposal or quotation; there is no solicitation available at this time. A determination by the Government to proceed with the acquisition as a set-aside for 8(a) program, HUBZone, Small Business, etc. or unrestricted is within the discretion of the Government.
