- Notice of Intent to Sole Source The United States Energy Information Administration (EIA), Washington D.C. 20585 intends to award on a sole source basis the 2015 Residential Energy Consumption Survey (RECS): Household and Rental Agent Surveys, Enterprise Omnibus Procurement (EOP) III, Cost-Plus-Fixed-Fee (CPFF), Indefinite Delivery/Indefinite Quantity (IDIQ) DE-EI000515, Task Order DE-DT0008172, awarded to IMG-Crown Energy Services Joint Venture, 5418 Seminary Road, Alexandria, VA 22311(DUNS: 831047449 and Cage Code: 5JZP2). This action is for the congressionally mandated procurement of full life-cycle survey 2015 RECS data collection that meets the Relative Standard Error (RSE) precision targets, while the subsequent phases of the RECS, the ESS and end-use analysis, were taken into consideration. The results of this sole source action will adjust specific program efforts for the data collection and delivery requirements by introducing internet and paper collection modes to augment the original computer-assisted personal interviews (CAPI) to reach the requisite number of completed household interviews. This proposed procurement will be a Sole Source under North American Industry Classification System Code (NAICS) 518210 ?Data Processing, Hosting, and Related Services. Business size standard is for NAICS 518210 is $32.5mil. This sole source contracting action is pursuing a waiver from competing an order on a competitive basis amongst EOP III contract holders pursuant to FAR Part 16 for the aforementioned requirement based on the application of FAR 16.505(b)(2)(i)(A), The agency need for the supplies or services is so urgent that providing a fair opportunity would result in unacceptable delays. This notice of intent is not a request for competitive proposals; however, all interested EOP III, IDIQ contract holders may identify their interest and capability to meet the requirements by submitting a capability statement, technical data proposal, and past performance data, or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received no later than 15 days after this posting. Any information should be e-mailed to Bernetta.Burton@eia.gov, or Kyle.Krzywicki@eia.gov, no later than 12:00 pm Local (Washington D.C.) Time, Friday, February 26, 2016. The anticipated award date is February 2016. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Telephone calls will not be honored.
