- This is not a solicitation announcement. This is a sources sought notice only. The purpose of this notice is to gain knowledge of potential qualified sources and their size classification (service disabled veteran owned small business, veteran owned small business, hub zone, 8(a), small disadvantage business, woman-owned, small business, or large business) relative to NACIS 541620 (Size Standard $15.0 Million). Responses to this notice will be used by the Government to make appropriate acquisition decisions and are not considered adequate responses to a potential future solicitation announcement. The Central Arkansas Veterans Healthcare System is seeking sources that can monitor and maintain a Secondary Chlorination System for Potable water at nine locations at our facility. The government intends to award a single contract to purchase the services listed. Responses to this request should include a capability statement, and three (3) customer references to which you have provided similar services. Responses should also include company name, address, point of contact, phone number, email address, and size of business pursuant to the following questions: (1) Is this service available under a federal supply schedule (GSA)? If yes, please provide the contract number. (2) Do you directly provide these services? (3) Is your business large or small? (4) If small, does your firm qualify as a small, emerging business, or small disadvantaged business? (5) If disadvantaged, specify under which disadvantaged group and if your firm is certified under Section 8(a) of the Small Business Act. (6) Is your firm a certified hub zone firm? (7) Is your firm a woman-owned or operated business? (8) Is your firm a certified Service-Disabled Veteran Owned Small or veteran owned small business? Responses to this notice shall be emailed to Bailey Long, email address bailey.long@va.gov. This notice will close and responses are due no later than 12:00 P.M. 18 February, 2016. Telephone responses will not be accepted. Responses must be received via e-mail. This notice is to assist the VA in determining sources only. A solicitation is not currently available, if a solicitation is issued it will be announced at a later date. STATEMENT OF WORK AND SPECIFICATIONS A.Project Title: Water Management Program/Data Management with Continuous Monitoring of Potable Water Engineering Controls. Base Year plus 4 option year requirement. The monitoring system installed is a Potable Water Analytics Secondary Chlorination System. B.Objective: Execution of Monitoring and Maintenance of Engineering Control systems for Potable Water compliant to Department of Veterans Affairs VHA Directive 1061 dated August 13, 2014. The systems (4) will be located at Building 170 and 1154, 2200 Fort Roots Drive North Little Rock, AR 72114, 18th street North Little Rock, AR 72114 and 4300 West 7th Street Little Rock Arkansas 72205. o Water Management Program -Provide technical assistance in the review and update of existing Hazard Analysis Critical Control Point plan (HACCP) which is the base for the CAVHS Water Safety Plan to remain compliant with VHA Directive 1061 and ANSI/ASHRAE Standard 188-2015: "Legionellosis: Risk Management for Building Water Systems". -Attend the monthly Water Management Team (WMT) meeting. oProvide and maintain a web-based data management system oConduct training as required for engineering staff on the use, preventive maintenance of the water treatment system. -Verify and validate WMP on an ongoing basis -Have and maintain a Grade 1 water distribution Operator License for the State of Arkansas oContinuous Water Quality Monitoring -Potable water entering each building subject to this Directive shall be continuously monitored for incoming water pressure and the following characteristics: temperature, pH, dissolved solids, and oxidant residual. oWater Temperature Monitoring -The water temperature in hot and cold potable water distribution systems needs to be monitored continuously to determine if temperatures are within the established control limits -Temperature monitoring must be conducted, at a minimum, in the following types of areas: incoming water supply to the building, water storage tanks, hot water discharge at the hot water source equipment, hot water return proximal to the hot water source equipment, water at the return of circulation loops and water supplied to representative outlets oMaintenance of Biocide in Treated Potable Water -Maintain concentrations of oxidant residual (Free Chlorine) necessary for inhibition of Legionella growth in the building water systems hot and cold water outlets C.WATER MANAGEMENT PROGRAM The work required with the execution and management of the data and information on a monthly basis for the CAVHS is listed as follows: "Facilitate and advise in the on-going management of the Water Management Team (WMT) to discuss, address and manage all water systems. "Maintain, assist and advise in the executing and maintaining the Hazard Analysis Critical Control Point (HACCP) process. Provide documents containing maintenance records, materials expended and results of parameters (chloride, ph, temperatures, conductivity, water pressure). These documents will be provided in standard Microsoft Excel format) "Provide guidance, analysis and management of the potable water test results from the continuous water quality monitoring systems and on-site water testing. "Provide, operate and continue to customize a web-based Water Management Program (WMP) Management Information System. "Implement, monitor and adjust as necessary the Water Management Program (WMP) in order to achieve the desired performance in compliance with Directive 1061. "Verify that the Water Management Program is performing as designed on a monthly, quarterly and annual basis thru testing, monitoring and documentation of system performance. "Attend on-site meetings to facilitate the Water Management Team and manage the program. Attending may be via telephone conference or in person. Additional compensation will not be provided for any method of attendance. D.Web-Based Data Management System Requirements/Specifications The software platform must meet the following minimum criteria: "Software-as-a-Service (SaaS) enterprise-class platform specialized for building water systems. "Capable of supporting manual data entry via computer and mobile devices, automatic uploading of all water and microbiological test results, documentation of water management plans and activities, and automated sensor monitoring "Tables and graphs that can be plotted based on user selected time intervals and system parameters "Administrative functionality to control user access rights, and automated alert notifications "Data storage for a minimum of five years. "Exportable data to excel and other formats ? E.MONTHLY MAINTENANCE OF POTABLE WATER ANALYTICS (PWA) SYSTEMS The systems must be properly calibrated and maintained to ensure accurate and reliable performance on an ongoing basis. The Flat Monthly Fee for each system must include: "Training "Monthly calibration and supply of calibration solution for all equipment probes "Monthly refreshment of test reagents for the chlorine analyzer "All consumable parts for system components oChlorine Analyzer - reagents, tubing/cuvette kits, replacement cuvettes, check valve sets and check valve flushing kits oReplacement probes as necessary oThis may not be an all-inclusive listing of the expendable supplies needed. "Labor, travel and expenses The following systems shall be maintained on a monthly basis: "2 each PWA Advanced Monitoring System Service "2 each PWA Secondary Disinfection System Service "2 each 1600 PWA Advanced Secondary Disinfection System Service "3 each 1050 PWA Monitoring System Service
