- SOL Performance Work Statement USPFO of New Jersey Army National Guard intends to award a Firm Fixed Price purchase contract for tactical level training exercises in realistic environments where certain types of hazards and scenarios are replicated for maximum effect. INSTRUCTION TO OFFERORS All interested, responsive and responsible contractors are to submit ALL QUESTIONS IN WRITING TO Ronnie.joseph1.mil@mail.mil with a subject line listed as "Question-CBRNE Training. Questions and answers will be consolidated and posted to FBO for interested parties. All proposals must be submitted no later than 16 March 2016 at 12:00 p.m. (Eastern Standard Time) and must be sent to MSG Ronnie Joseph via email only at Ronnie.joseph1.mil@mail.mil. Submissions of proposals after the closing date will be considered late. Responses should include the company name, address, contact name and title, phone number, e-mail address, business size and classification/certification under the NAICS Code 611519, Commercial and Government Entity (CAGE) Code, Dun & Bradstreet (D-U-N-S) Number and Federal Tax Identification. Clauses & Provisions: It is the contractor's responsibility to be familiar with applicable clauses and provisions. Clauses and provisions can be found at:http://farsite.hill.af.mil/vffar1.htm Contractor Manpower Reporting (CMR): The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the contractor will report ALL contractor manpower (including subcontractor manpower) required for performance of this contract. The contractor is required to completely fill in all the information in the Army data collection site using the following web address: http://www.ecmra.mil. The Government will not pay for the provision of any information, nor will it compensate any respondents for the development of such information. PROPOSAL EVALUATIONS AND BASIS FOR AWARD 1. GENERAL INFORMATION 1.1. The Government intends to award a single Firm Fixed Price contract, to a qualified offeror deemed responsible in accordance with the Federal Acquisition Regulation (FAR), whose proposal conforms to all the RFQ requirements and is judged to represent the Best Value to the Government in accordance with the evaluation scheme set out in this solicitation. The Best Value is the most advantageous offer, price and other factors considered, and consistent with the Government's stated importance of evaluation criteria. Under the evaluation scheme outlined below, it is possible that the award may be made to a higher-rated, higher-priced Offeror; where the Contracting Officer determines that the merits of the non-price factors of the higher-priced offeror is worth the price premium and attains the best value for the Government. 1.2. Offers will be evaluated using the criteria listed in "Evaluation Factors for Award." Failure to include all information requested may adversely affect the evaluation. A proposal that merely reiterates or promises to accomplish the requirements of the RFQ will be considered unacceptable. A proposal that is orderly and sufficiently documented will be easy for the Government to understand and will enable the Government to perform a thorough and fair evaluation. 1.3. The Contracting Officer will begin the evaluation process by conducting a proposal compliance review for all timely-received proposals for determination of basic proposal adequacy prior to providing the proposals to the evaluators. Failure to provide a complete proposal may result in the proposal being removed from further consideration for award. Failure to address any and all factors shall be grounds for elimination from evaluation and consideration for award. 1.4. The Government intends to evaluate proposals and award a contract without discussions with offerors. The Government reserves the right to conduct discussions if the Contracting Officer, in his/her sole discretion, later determines them to be necessary or appropriate. 1.5. The Government reserves the right to reject any or all offers if such action is in the Government's best interest. 1.6. ENFORCEABILITY OF PROPOSAL: The proposal must set forth full, accurate and complete information as required by this solicitation. By submission of the offer, the Offeror agrees that all items proposed (if applicable e.g., key personnel, subcontractors, etc.) will be utilized for the duration of the contract and any substitutions shall require prior Contracting Officer's approval. 2. EVALUATION FACTORS FOR AWARD The evaluation factors are Price and other factors. To arrive at a best value decision, the Source Selection Authority (SSA) will integrate the evaluation of Price and other factor as set out in this solicitation. In terms of relative importance of the factors, when combined, factors are approximately equal to price. 1-Training support package - In support of the training objectives 2-Realism - Realistic Metropolitan/Urban environment 3-Distance to Joint Base McGuire-Dix-Lakehurst (JB-MDL),NJ 4-Proximity to Airfield SAM Requirement: Offeror must be registered in the System for Award Management (SAM) database before an award can be made to them. If the offeror is not registered in the SAM, it may do so through the SAM website at https://www.sam.gov/sam/ Commercial Items Terms and Conditions: The selected Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items - the selected offeror must submit a completed copy of the listed representations and certifications; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34. "Only a warranted Contracting Officer (either a Procuring Contracting Officer (PCO), or an Administrative Contracting Officer (ACO)), acting within their Delegated limits, has the authority to issue modifications or otherwise change the terms and conditions of this contract. If an individual other than the Contracting Officer attempts to make changes to the terms and conditions of this contract you shall not proceed with the change and shall immediately notify the Contracting Office.
