- The intent of this solicitation and any resultant Agreement is to obtain Miscellaneous Heavy Equipment (Feller Bunchers, Masticators, Road Graders, and Skidders) for use on a local, Regional, and Nationwide basis. The Contractor is responsible for all equipment, materials, supplies, transportation, lodging, trained/certified personnel, and supervision and management of those personnel, necessary to meet or exceed the Agreement specifications. The resources may be used in fire suppression and all-hazard incidents. The Agreements will be competitively awarded by Dispatch Centers located within Region 8. This area consists of the following states: Texas, Oklahoma, Arkansas, Louisiana, Mississippi, Kentucky, Tennessee, Alabama, Virginia, North Carolina, South Carolina, Georgia, Florida, and Puerto Rico. The Government anticipates awarding multiple Incident Blanket Purchase Agreements (I-BPAs) using set asides for Hub Zone small businesses, 8(a) Small Businesses, Service Disabled Veteran-Owned small businesses (SDVOSB), and all other Small Businesses under NAICS 115310. The Small Business size standard is $19.0 million. The solicitation will be issued using the Virtual Incident Procurement (VIPR) system. To use VIPR, you must have access to a computer with internet capabilities. Basic information about the VIPR system and a Vendor User Guide is located on the web at http://www.fs.fed.us/business/incident/vipr.php. The SOLICITATION will be available electronically only and will be posted to the FedBizOpps website at https://www.fbo.gov on or about January 28, 2016. IMPORTANT: Electronic responses must be transmitted in the VIPR Vendor Application (http://www.fs.fed.us/business/incident/vendorapp.php) by 1700 EST, on March 16, 2016. NO PAPER COPIES WILL BE ISSUED AND NO TELEPHONE REQUESTS FOR THE SOLICITATION WILL BE ACCEPTED; this is an ALL electronic process. Other information for vendors is listed below: 1) Vendors must have a valid e-mail address since all VIPR communications are conducted via e-mail. 2) Vendors must have a valid DUNS Number. Request a free DUNS Number from Dun and Bradstreet on the web at https://iupdate.dnb.com/iUpdate/companylookup.htm. 3) Register in the System for Award Management (SAM) as stated in the solicitation. Vendors can access SAM at https://www.sam.gov. 4) Vendors are required to have a USDA Level 2 eAuthentication account that provides the ability to conduct official electronic business transactions. Information for obtaining a Level 2 eAuthentication account is available on the web at http://www.fs.fed.us/business/incident/eauth.php. 5) This solicitation will use the VIPR Vendor Application to respond to the solicitation. Vendors must register and submit a quote electronically in this application; found on the web at http://www.fs.fed.us/business/incident/vendorapp.php. 6) A pre-quote meeting will NOT be held.
