- W911W4-16-T-0006 Contracting Officer Signed Sole Source Synopsis The United States Army Intelligence and Security Comman (INSCOM), Fort Belvoir, VA 22060 intends to award a contract on a sole source basis to Konica Minolta Business Solutions U.S.A. [CAGE Code 3AV14 (Vienna, VA)] to accomplish the following objective: The command intends to purchase the 20 copier machines it leased from Konica Minolta with Delivery Order W911W4-13-F-0006 instead of leasing new machines. Federal Acquisition Regulation (FAR) 7.401(a) reads, "Agencies should consider whether to lease or purchase equipment based on a case-by-case evaluation of comparative costs and other factors." Based on the market research, it was determined that it is in the Government's best interest to purchase these machines from the vendor. The intent is to purchase these Konica Minolta copying machines from Konica Minolta by February 19, 2016, so we can purcahse a maintenance agreement for these machines. The North American Industry Classification System (NAICS) code for this action is 333316 with the size standard being 1,000 employees. All interested parties are encouraged to provide information on their capabilities to meet this requirement in a cost effective manner. In order to be considered a potential source, interested parties must submit a clear and convincing business case demonstrating their capabilities to satisfy the requirement specified above and the advantages to the Government. The documentation shall include prices and descriptive literature containing sufficient technical documentation to establish a bona-fied capability to meet this requirement. Only written responses will be considered - send responses to shawn.m.smith4.civ@mail.mil. All written responses from responsible sources will be considered. As a result of analyzing responsis to this synopsis, the contracting officer may determine that a solicitation will be issued. If a solicitation is issued, no additional synopsis will be published. Any such solicitation will be issued to the intended schedule vendor and all firms that respond to this synopsis. If no affirmative written response, indicating that comparable sources are available, is received by 16 February 2016 (11:00 AM EST), the Government shall proceed with a sole source award to Konica Minolta Business Solutions USA in Vienna VA on 19 February 2016.
