- Description
- The Naval Air Systems Command (NAVAIR), Patuxent River, MD intends to negotiate and award a sole-source modification to contract N00019-15-D-5501 to Rockwell Collins, Inc. (RCI), 400 Collins RD NE, Cedar Rapids, IA., 52498 for additional AN/ARC-210(V) EP radios consisting of RT-1939 (C), RT-1939A(C), RT-1990(C ), and RT-1990A (C), in support of U.S. Navy requirements as well as other services (USAF, USA,USCG,DOD), FMS cases/variants, a Commercial Warranty, GEN 5 Reprogramming Kits, and Total Delivery Service. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy the requirements." RCI is the Original Equipment Manufacturer (OEM) of the hardware, and is the only company that has the ability, resources, technology, and documentation necessary to modify, develop, produce, maintain, and support these items. Furthermore, RCI is the sole designer, manufacturer, and supplier of the AN/ARC-210 radios. The Government does not possess adequate data or the rights necessary to competitively award this requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. No contract will be awarded on the basis of offers received in response to this notice. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination not to compete this requirement is within the discretion of the Government. No phone inquiries will be entertained.
