- This is a Notice of intent to increase the ceiling of Contract N66001-15-C-4013 awarded on behalf of the Defense Advanced Research Projects Agency Strategic Technologies Office (DARPA STO) on 2 February 2015 for a performance period of fifteen (15) months. The effort under the contract is in support of the DARPA STO Program, Tactical Undersea Network Architectures (TUNA) and involves development and demonstration of rapidly deployable buoy node designs and component technologies that will interconnect the tactical data network and the undersea fiber optic network and function as relays and energy sources. They should be rapidly deployable from existing platforms and have plug, play and operate functionality with tactical data and undersea fiber optic networks. Under this additional effort, the contractor shall simulate the long-line sea-test setup in representative, compare the measured and modeled cable tensions collected during the long-line sea tests, and analyze and identify root causes of any significant differences, and recommend modified approaches for future tests. The contractor shall conduct multiple simulations of various notional TUNA configurations in representative currents to investigate how configuration variations affect system behavior and shall conduct a study supported by simulations and engineering analysis to determine if it can provide efficient station-keeping authority to deep nodes. The NAICS code for this procurement is 541712 Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology). Due to the nature of Research and Development efforts, DARPA could not have reasonably estimated the results and additional needs for the research under this program. This action includes a ceiling increase of approximately $322,848 and one (1) additional month of performance. This notice of intent is not a request for competitive proposals or quotes, however, interested parties may submit comments in writing to the Contract Specialist, Mrs. Lynn Biedermann, Code 22530, Space and Naval Warfare Systems Center, Pacific who may be reached by telephone at (619) 553-4479 or via email to lynn.biedermann@navy.mil. This notice will be posted for 15 days. A determination by the Government not to compete based upon response to this notice is solely within the discretion of the Government.
