Description
SOURCES SOUGHT NOTICE FOR SERVICE DISABLED VETERAN OWNED BUSINESSES (SDVOSB) A/E FIRMS NOTICE: THIS IS A SOURCES SOUGHT NOTICE ONLY. The singular purpose of this notice is to obtain information on Service Disabled Veteran Owned Small Businesses (SDVOSB) interest, capabilities and qualifications to determine if a set-aside is appropriate. Proposals are NOT being requested or accepted at this time. This is not a Request for Proposal (RFP). It is not to be construed as a commitment by the Government to issue a solicitation or, ultimately, award a contract. Responses will not be considered as proposals nor will any award be made as a result of this Sources Sought. The National Cemetery Administration (NCA) will NOT be responsible for any costs incurred by interested parties in responding to this request. Project Duration: The term of the IDIQ Contract is anticipated to be a one (1) year Base Period from date of award, with four (4) one (1) year option periods. Each task order will have its own completion date established at time of award. Cost Magnitude: Each contract awarded will contain a guaranteed minimum amount to be identified in the solicitation. A typical task order issued as a result of this contract will be between $5,000.00 and $1,000,000.00. Location: U.S. Department of Veteran Affairs (VA), National Cemetery Administration (NCA) Cemeteries in the Continental District, Soldiers Lots, and Government Lots & Confederate Cemeteries in the States of Arkansas, Colorado, Louisiana, Mississippi, Montana, Oklahoma, Texas, Utah and Wyoming. *The information requested by this Sources Sought will be used by NCA to facilitate decision making and will not be disclosed outside the agency.* Applicants are invited from Architectural/Engineering, Landscape Architect, or Civil Engineering firms that possess the following North American Industry Codes (NAICS) 541310(Architectural Services )with a Small business Size Standard of $7.5 Million, 541320 (Landscape Architectural Services)with a Small business Size Standard of $7.5 Million and 541330 (Engineering Services), with a Small business Size Standard of $15.0 Million to provide Indefinite Delivery, Indefinite Quantity professional services for design and construction related work at VA National Cemeteries in the Continental District. All contract work will be issued through individual RFP task orders awarded for corresponding projects. Each task order will be priced and negotiated individually. The firm must show the capacity to provide at least 51% of the overall design services from an office within the Continental District geographical area in the following states, and other conditions unique to the region: Arkansas, Colorado, Louisiana, Mississippi, Montana, Oklahoma, Texas, Utah and Wyoming. Description of Services: These services may include, but will not be limited to: pre-design services such as environmental assessments, Master Plans, development of design programs, schematic designs, design development documents, construction documents, preparation of design build request for proposals (RFPs), facility condition assessments, technical studies, standards and specifications preparations, cost estimates and reports, appropriateness of functional layout, system selection, technical solutions, sustainability, value engineering and life cycle operation considerations, technical studies, suggested design solutions or modifications, construction market surveys, constructability and bid-ability reviews; estimates for change orders, construction administration services, inspections; technical studies such as archeological, historic and cultural preservation reports, post construction services such as post occupancy evaluations. Projects will involve cemetery design, site-work, utilities and their structures and will require all of but not limited to the following disciplines: site planning, landscape architecture, civil, architectural, structural, geo-technical, mechanical, electrical, plumbing, irrigation, environmental engineering, cost estimating, historic preservation, interiors, design. Other non-design services include, but are not limited to the preparation of Environmental Assessments (EA) and Environmental Impact Statements (EIS), Geographic Information Systems (GIS), wayfinding and signage, graphic design for publications, photography, renderings and illustrations, site models, and general management and administration support for program-related work. In order to be eligible to respond as an SDVOSB, a firm must be Center for Veterans Enterprise (CVE) registered in VetBiz. Registration may be accomplished at http://www.vip.vetbiz.gov. An active registration in System for Award Management (SAM) is required. Registration is available at www.sam.gov. An active registration in VETS-4212 is also required. Registration is available at https://vets4212.dol.gov/vets4212. Requested Information: 1.Is your firm considered, in accordance with Federal Acquisition Regulation (FAR) Part 19, a Service Disabled Veteran Owned Small Business (SDVOSB) based upon North American Industry Classification System codes 541310 "Architectural Services" with a Small business Size Standard of $7.5 Million, 541320 "Landscape Architectural Services" with a Small business Size Standard of $7.5 Million and 541330 "Engineering Services" with a Small business Size Standard of $15.0 Million. *Size standards are the average annual receipts of a firm. How to calculate average annual receipts can be found in 13 CFR 121.104.* 2. Company name, address, point of contact with phone number, CAGE number, and Experian BIN number (if applicable) 3. Proof of registration in the VA VetBiz website and verification by VA CVE (CVE); 4. Provide a capabilities statement which describes your firm's in-house capabilities to accomplish the general scope of work. 5. List any projects similar to the above stated work up to $10,000,000.00 that you have completed in the past 5 years.. NAME OF PROJECT, NAME OF CO AND COR ALONG WITH CONTACT INFORMATION, PERFORMANCE RESULT (COPY) 6. What is the dollar amount of the minimum bounding level your firm would require in order to submit a proposal for this work? 7.Has your firm, as a prime contractor, whether individually or through a formal joint venture, teaming agreement, or under subcontract to a Federal prime contractor, provided design services for projects of similar size and scope as described in the brief description of project above including design-build? If yes, please provide the following information on your three most recent projects: (a) Contracting agency address and contracting officer's name and telephone number. (b) Contract Number, date and amount of award, date of completion. (c) Was your company the prime or a subcontractor? If you were a subcontractor provide the company name, telephone number, and a point of contact of the prime contractor. (d) Description of items/services provided under the contract. (e) If any bonding was provided, what was the amount of bonding? (f) If performance was as a subcontractor, please provide the name, address and telephone number of the point of contact at the prime contractor. (g) State whether or not there were any performance issues under the contract which resulted in the issuance of a Cure Notice or Show Cause Notice by the contracting 8.Provide a positive statement of your interest in submitting a proposal as a prime contractor to the Federal Government based on the general scope of work description above. 9.Documentation supporting your Service Disabled Veteran Owned Business (SDVOSB) status shall be submitted with your package. Responses to this notice must be submitted through the Department of Veterans Affairs eCMS Vendor Portal website. To register, visit https//www.vendorportal.ecms.va.gov. Once on the website page located on the far left side, select the box labeled "Vendor Portal Login" select "Request a user account". And follow the directions. Telephone inquiries will not be honored. No USPS mail, faxed or emailed forms/submissions will be accepted. VENDOR PORTAL INSTRUCTIONS ARE ATTACHED Responses submitted must contain the subject line as followed: "SOURCES SOUGHT RESPONSE - DEPARTMENT OF VETERANS AFFAIRS | NATIONAL CEMETERY ADMINISTRATION | CONTINENTIAL DISTRICT | A/E IDIQ". The deadline to respond is Tuesday, March 8, 2016, at 3:00 pm (EST). Responses received after the deadline, or without the required information will not be considered. To avoid late submission please ensure that the response is received at the initial point of entry to the Government infrastructure no later than 5:00 PM EST one working day prior to the deadline closing date. As a reminder this is a Sources Sought Announcement only, evaluation letters will not be issued to any respondent, nor will the Government be required to pay for any costs incurred for responses submitted.
