Description
THIS IS A SOURCES SOUGHT NOTICE REPRESENTING A MARKET SURVEY AND IS NOT A REQUEST FOR PROPOSALS, PROPOSAL ABSTRACTS, QUOTATIONS OR INVITATION FOR BIDS The Department of Veterans Affairs, Augusta GA, is conducting a MARKET SURVEY to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are Service-Disabled Veteran-Owned, Veteran-Owned, Small Business, HUB Zone 8(a), Women-Owned, or small disadvantaged business concerns; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. Small business concerns should be capable of furnishing all labor, supervision, and parts, to include all equipment necessary to perform all work required under the proposed contract. Industry responses are being solicited as part of the market research process. This requirement is being considered for set aside for Small Businesses participation by Service Disabled Veteran Owned and Veteran Owned Businesses as required by P.L. 109-461 (38 U.S.C. 8127-8128) and Information Letter IL 001AL-10-06 dated April 28, 2010 implementing the "Veterans First Contracting Program." This contract will provide for a contractor who shall furnish all labor, equipment, supervision, management, supplies, communized linen and textile items, bulk delivery carts, transportation, and facilities necessary to perform Contractor Owned/Contractor Operated Bulk laundry linen services. The locations to be serviced include: Atlanta VA Medical Center, 1670 Clairmont Road, Decatur, GA 30033 Augusta VA Medical Center (Uptown Divison), 1 Freedom Way, Augusta, GA 30904 Augusta VA Medical Center (Downtown Division), 800 Balie Street, Augusta, GA 30904 and two Augusta-Community Based Outpatient Clinics (CBOC's) located in Athens, GA and Aiken, SC Carl Vinson VA Medical Center, 1826 Veterans Boulevard, Dublin, GA 31021 Ralph H. Johnson VA Medical Center, 109 Bee Street, Charleston, SC 29401 W.J.B. Dorn VA Medical Center, 6439 Garners Ferry Road, Columbia, SC 29209 The performance period will consist of one base period and 4 one-year option periods to be exercised at the discretion of the Contracting Officer. The North American Industry Classification Code for this procurement is 812332, Industrial launderer and the size standard is $38.5 million. The solicitation will result in the award of a single contract. This notice is for informational purposes only and is not a request for submission of offers. Capability Statements: POTENTIAL SOURCES SHALL PROVIDE THE FOLLOWING INFORMATION IN THEIR RESPONSE: 1) Company name, address, phone number, primary contact(s), e-mail address, NAICS code(s), business size (i.e., small/large) and DUNS Number. 2) Provide a Statement of Capability that demonstrates the offeror's past performance in providing this type of service. Please include the following: (a) staff expertise including their availability, experience, and formal and other training; (b) current in-house capability and capacity to perform the work; (c) prior completed projects of similar nature and scope; (d) corporate experience and management capability; and (e) examples of prior completed Government contracts, references, and other related information. (f) provide any certifications obtained for accreditation of facilities and processes. 3) Submit Capability Statements by February 23, 2016 to: Department of Veterans Affairs, VA Southeast Network - 501 Greene St, Hatcher Building, Suite 2, ATTN: Kevin Warren, Augusta, GA 30901-4401. Submissions must be made via email to: kevin.warren2@va.gov. NO CAPABILITY STATEMENTS MAY BE SUBMITTED AFTER February 23, 2016. The draft scope of work is provided for reference.
