- Central Scope Pacific Scope Europe Scope Atlantic Scope West Scope APHC Scope Statement of Work This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT using Federal Acquisition Regulation (FAR) Part 6.302.2 for other than full and open competition, as well as FAR Parts 13.5 and 5.2. The US Army Contracting Command, Aberdeen Proving Ground - Tennant Contracting Division, 6001 Combat Drive, Aberdeen, Maryland, 21005 has a requirement to procure the following: Various Laboratory Accreditations for the US Army Public Health Enterprise For the ISO/IEC 17025:2005, TNI Standards: 2009, EPA National Lead Lab Accreditation Program, Clinical Lab Improvement Amendments, ISO 15189 for Medical Labs Laboratory Accreditation at the following facilities; Army Public Health Center (Provisional) (Aberdeen Proving Ground, MD), Regional Health Command - Pacific (Washington State), Public Health Command-Atlantic (Ft Meade, MD) Regional Health Command-Europe (Germany), Regional Health Command-Pacific (Japan), Regional Health Command DOD Food Analysis and Diagnostic Laboratory (FADL) - (San Antonio, TX) See Attached Statement of Work and associated Scope Under the authority of FAR 6.302-1, only one responsible source and no other will satisfy agency requirements, the Government intends to award a Firm-Fixed price Sole Source contract to American Association for Laboratory Accreditation (A2LA), 5202 Presidents Ct Ste, Frederick, MD, 21703-8515, Cage Code 1HRZ4, a large business. The associated North America Classification Systems (NAICS) Code is 541690 and the Business Size Standard is $15 million. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capability to respond to the requirement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the U.S. Government Interested persons may identify their interests and capability to respond to this requirement no later than 2:00 PM Eastern Time, Thursday, February 19, 2016. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
