- Draft Performance Work Statement The U.S. Army Contracting Command, Aberdeen Proving Ground (ACC-APG) is requesting CAPABILITY STATEMENTS on behalf of the Deputy Assistant Secretary of the Army for Cost and Economics (DASA-CE), to identify capable sources that can provide services in the area of enhancing and training on the Army's standard cost model, Automated Cost Estimating Integrated Tools (ACEIT), in accordance with the attached draft PWS. This is a sources sought notice only to assist the Government in finding capable contractors to fulfill the requirement. Short Capability Statements, including attachments, are limited to five (5) pages. No advertising needed. Please only include information related to the requirement. Capability statements should include: business size, any information that can be used to determine contractor capabilities for performance of same or similar services. Please include the answers to the following questions in your response. The answers to all of the questions are required to determine your capability. 1. Please provide your business size for North American Industrial Classification System (NAICS) code 541990, socioeconomic status as a small business, or other than small. Also provide your company's CAGE code and POC. 2. What is your firm's intent on this requirement? a. Providing a proposal as a PRIME _____ b. SUBCONTRACTING ____ 3. Follow-up to 2 above. What is the interest in TEAMING arrangements? Please indicate whether the intent is to propose under a teaming arrangement, and identify the teaming partner, its role, and size status under this NAICS. 4. Does your firm have a GSA contract? a. Contract number:________________________ b. GSA Schedule:_______________ 5. If the described requirement were to be issued as a Small Business set aside, please discuss how your firm would be capable of providing a proposal which complies with FAR clause 52.219-14, Limitations on Subcontracting, in which your firm must do at least 50% of the work? Explanation of the 50% rule: By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract in the case of a contract for services at least 50% of the cost of contract performance incurred for personnel shall be expended for employees of the concern. 6. Please provide 3 examples of relevant experience representative of your ability to provide the required ACEIT support and discuss the relevance of the solutions supportable to meet the requirements. No telephonic submissions will be honored. All product information shall be submitted at no cost or obligation to the government.
