- Notice of Intent to Award Sole Source Contract The Department of Labor (DOL), on behalf of the Office of Workers' Compensation Programs (OWCP) intends to negotiate a labor hour type task order with Noblis, Incorporated, 3150 Fairview Park Drive, Falls Church, VA 20042 under the authority of FAR 8.405-6(1)(i)(B), Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. The period of performance will be for six (6) months, from April 1, 2016 through September 30, 2016. The North American Industry Classification System (NAICS) code for this requirement is 541611 with the size standard of $15 million. The purpose of this requirement is to procure the services of a vendor that is uniquely experienced and qualified. The continued services of Noblis will help OWCP achieve effectiveness and economy in its re-acquisition of an OWCP Workers' Compensation Medical Bill Processing (WCMBP) services contract. These services are essential to OWCP's mission of providing timely and accurate medical benefits for injured workers under the Federal Employees' Compensation Act (FECA), Black Lung Benefits Act (BLBA), Energy Employees Occupational Illness Compensation Program Act (EEOICPA), and Radiation Exposure Compensation Act. The contractor shall provide quantitative and qualitative analysis in support of the OWCP Workers' Compensation Medical Bill Processing acquisition activities, including market analysis, cost-benefit analysis, functional analysis and alternatives analysis. The contractor shall provide assistance in development and execution of FAR-compliant acquisition plans, documents, processes, procedures, and actions. The contractor shall provide and administer a secure, automated acquisition tool (AcquTrak) to support the administration, conduct, management, and documentation of the entirety of the WCMBP acquisition from proposal evaluation through award. The contractor shall assist in the analysis, but not evaluation, of technical proposals resulting from the planned solicitation. Due to the nature of these services, the contractor shall be prohibited from competing in the WCMBP acquisition. The required expertise for these services includes FECA, BLBA, and EEOICPA regulations, claims processes, and data requirements. Knowledge of the unique business rules addressing eligibility, medical service authorization, and bill processing under the three (3) OWCP programs is also required. Support of the WCMBP acquisition necessitates familiarity with the Treatment Suites developed uniquely for OWCP and understanding of the interactions necessary between these Suites and industry bill processing systems. Finally, the contractor must make available to the Government a secure, location-independent, automated acquisition support tool. This notice is not a formal solicitation. This is not considered a Request for Quotation (RFQ). No solicitation document is available and telephone requests will not be honored. No task order will be awarded on the basis of information received in response to this notice. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the Government. If no affirmative written response is received, the task order will be awarded without further notice. A determination by the Government not to compete the proposed task order on this notice is solely within the discretion of the Government. Information related to the potential availability of other sources that can fulfill this requirement must be received by the Contracting Officer listed below via electronic mail at Stepney.Kim.L@dol.gov no later than 12PM, Eastern Standard Time on February 12, 2016.
