- The US Army Engineer Research and Development Center (ERDC), Environmental Laboratory (EL), Water Quality and Contaminants Modeling Branch (EP-W), Numerical Models for Assessment of Watershed Contaminants and Living Resources Team and the Cognitive Ecology and Ecohydraulics Team require tasks and deliverables for the development and application of predictive mathematical models to solve complex environmental challenges through multi-disciplinary integration of science and engineering. Outcomes of this research are to elucidate the ecological process issues that reduce the contamination of waterways and ground water to protect the environment, fish and wildlife. The potential contract will provide tasks for the Research and Development (R&D) being executed by the teams of the EP-W both at Vicksburg, MS and remote field sites as is applicable. This contract aims at satisfying the Army and DoD requirements by containing specific tasks which include a multi-disciplinary approach to basic and applied environmental research to study the effects on water contaminants for civil works, military projects, and environmental decision analysis. The contractor shall perform research work in all areas previously referenced; be capable of readily performing tasks for related activities; e.g., computational modeling. The contractor shall be responsible for the cost of training needed to complete tasks and deliverables (i.e. security training). The Government anticipates this solicitation will result in an IDIQ contract. The duration of the contract will be for 5 years. This synopsis is in reference to the pending solicitation, W912HZ-16-R-0016. This announcement is not a request for proposal (RFP). The solicitation will be available on or about 15 calendar days after this notice and the due date of receipt proposals will be at least 30 calendar days from the RFP issue date. The solicitation will be available on the Federal Business Opportunities (FedBizOpps) website. It will be the offeror's responsibility to frequently check the FedBizOpps site where the solicitation is to be posted for any amendments/changes to the RFP issue, and closing date. Hardcopies will not be available. This procurement is 100% set-aside for small businesses under NAICS code 541712 with a Size Standard of 500 employees. No technical questions will be considered prior to the release of the solicitation.
