Description
This is a notice of intent to award a sole-source contract and is not a request for competitive proposals. The Centers for Disease Control and Prevention (CDC), National Centers for Environmental Health, (NCEH) hereby announces its intent to award a sole source contract to Thermo Fisher Scientific, 1400 North Pointe Parkway, Suite 50, West Palm Beach, FL 33407, for the procurement of one (1) Vanquish Binary Pump H with DAD Detector and two (2) Ultimate 3000 RSL LC Systems and Components. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1) in accordance with FAR 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this acquisition is 334516, Analytical Laboratory Instrument Manufacturing. The purpose of this procurement is to obtain one (1) Vanquish Binary Pump H with DAD Detector and two (2) Ultimate 3000 RSL LC Systems and Components from Thermo Fisher Scientific. Thermo Fisher Scientific is the only contractor who manufactures the Thermo LC Systems bundled as (1) Vanquish Binary Pump H system with DAD Detector, (2) Ultimate 3000 RSL LC System with Components. The Vanquish Binary Pump UHPLC system with Diode Array Detector incorporates the sensitive and rugged solvent delivery to assure improved separation, peak identification and quantification at gradient pressures up to 150 MPa to achieve extreme quantitative performance. The Vanquish Binary Pump has parallel dual positions with independent piston drives and variable stroke volume. The Vanquish Diode Array Detector HL is capable of wavelength ranges of 190-680nm. A flow range 0.001-5ml/min, in 1 µL/min increments, with flow accuracy ±0.1%, pressure range 5-151 MPa, (50-1517 bar, 700-220,000 psi) and Flow Precision:,0.05% RSD or,0.01 min SD. Additionally, is capable of high Pressure gradient proportioning and pulsation: 0.4% or,0.2 MPa, whichever is greater; typically at,0.2% or <0.05 MPa resulting in High peak identification, quantification and separation results at optimized stroke volume. These technical capabilities enables its use to improve the ruggedness of the instrument and therefore increasing the sample analysis throughput. These integrated features are important due to space constraints in the lab, which eliminates the need for extra space for instruments to accommodate these required elements. The Ultimate 3000 RSL LC System and additional components assure a robust operational instrument offering throughput. This UltiMate 3000 Binary pump can provide dual-gradient which allows multiplexing of two analytical columns to be possible. This significantly decreases the total run time on the instrument as the dual pump enables sample injection and column cleaning on each column simultaneously. The proposed system uses the same software as other Thermo Scientific mass spectrometers in our laboratory (i.e., the TSQ Vantage and the TSQ Quantum Ultra), with some minor differences. Hence, using this instrument would cut down the time needed for training, method development, and validation of methods. Thus, Thermo Fisher Scientific is the sole manufacturer, with long-term expertise and excellent certifications to operate, to install, perform service and maintain, train, software, and all patented products. Because of these capabilities, Thermo Scientific is enabled to provide the Centers for Disease Control with the required services and better facilitate our laboratory measurement needs, software, maintenance, upgrades, and method development products to support our ongoing biomonitoring requirements. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps.com. We will issue only one solicitation to Thermo Fisher Scientific. However, all responsible sources who believe they can meet these requirements may submit their capabilities/qualifications to Tonya S. Justice, Contract Specialist, via email to TJustice@cdc.gov NO LATER THAN 5:00pm EST on February 19, 2016. Reference solicitation number 2016-Q-64704 in the subject line of the email. A determination by the Government not to compete this proposed action will be based on responses to this notice and is solely in the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
