- This is NOT a pre-solicitation notice pursuant to FAR Part 5, but a market survey to identify sources that are capable of providing a modular building with the specifications cited below. Broad industry participation is desired, but we are strongly interested in any commercial items that are currently in production or capable of rapidly entering into production. Responses MUST: Include detailed information regarding the components capabilities/performance. Suggest a North American Industry Classification System (NAICS) Code The delivery timeframe: REQUIREMENT: A new rail mounted and movable fabric covered shelter shall be designed, manufactured, and delivered to the 9700 test range in accordance with the specifications listed below. •1. Canopy/Rail system Three section canopies totaling 75-85 feet in length, each section 65-70 feet in width, with a height of 33-38 feet above pad level. Canopies must be designed with sliding non-motorized rail system and required to sustain wind loads up to 140 mph. Rail system needs to be 400 feet in length. •2. Steel Rail and Foundation Shelter sections will be mounted on a steel rail, which will allow sections to be moved, joined, or separated as stand-alone sections as needed. Steel rail shall be provided with the movable shelter segment kit by the manufacturer In order to anchor steel rail and resist required structural/wind loadings, a foundation will need to be constructed prior to installation of mobile shelter segments in the field. Given that the project site is located within 1 mile of the Gulf of Mexico and subject to saltwater vapor/high heat/high humidity, rail shall be constructed of corrosion resistant steel. Foundation shall be placed immediately adjacent to existing test slabs in order to minimize overall width of new shelter sections. The installation of the steel rail and anchoring of steel rail to concrete foundation will be the responsibility of others, and not considered part of this contract. However, manufacturer's structural engineer shall provide foundation and steel rail mounting design based upon the structural design proposed for covered shelter segments. The steel rail will allow optimal arrangement of shelter sections to fit a wide variety of test activities at this location. Covered shelter sections shall be capable of sliding along the rail, and be able to be joined together to form a weather tight seal. In addition, shelter sections shall also be capable of being used as stand-alone and separated. •3. Wall end panels and water-resistant seal between conjoined shelter sections. Proposed solution shall provide ability to ensure water-tight seal between adjoining sections if connected together. In addition, vendor shall provide removable water-resistant fabric wall end panels that can be placed at openings of shelter sections that are exposed to the elements. These panels shall also be able to be easily removed and stored. •4. Applicable Design Criteria and Engineering Drawings Wind Load: The Florida Building Code, section 1609 - Wind Loads, provides diagrams for the ultimate design wind speed for the risk category building or other structure being designed. Design minimum wind load for this location is 140 mph. Drawings: Drawings of the proposed covered shelter sections structure showing dimensions, material composition shall be provided to the government. In addition, engineering drawings and calculations shall indicate compliance with applicable codes for the Tyndall AFB, FL 9700 test range site. Structural engineering drawings shall be reviewed and stamped by a qualified Professional Engineer (P.E.) licensed to work in the State of Florida. Foundation design drawings shall also be provided by the manufacturer's Professional Engineer under this contract. Objective is all components will have at a minimum a 1 year parts and labor with return shipping warranty applied. Shipping is FOB Tyndall AFB, FL 32403. Any proprietary information contained in response to this request will be properly protected from unauthorized disclosure and will not be used to establish the requirements for any future acquisition so as to not inadvertently restrict competition. This notice does not authorize an Invitation for Bid or Request for Proposal and is not to be construed as a commitment by the Government. The Government will not reimburse contractors for any cost incurred for their participation in this survey. Large and small businesses are encouraged to participate in this survey. Responses to this survey are due 24 February 2016 @ 5:00 P.M. Central Time. Responses shall be limited to 30 double-sided pages (8.5" x 11"), including attachments, figures and/or drawings, and no smaller than size 12 fonts. Respondents shall also include the Point of Contact (POC) for technical and contractual issues to include name, position, telephone number, and email address. All interested parties must be registered in System for Award Management (SAM) to be eligible for an award of Government contracts.
