Description
Replay Requirements Specifications THIS SPECIAL NOTICE IS FOR INFORMATION ONLY. This Notice is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP or Broad Agency Announcement (BAA). The DHS Domestic Nuclear Detection Office (DNDO) has established a new common acquisition approach requiring a Replay Tool for all future acquisitions of radiological and nuclear detection equipment. Vendors submitting proposals in response to a Request for Proposal (RFP) will be required to meet DNDO's Replay Tool requirements (see Attachment "AOS Report No. (AOS-16-0082), DNDO Replay Tool Requirements Specifications"). The Replay Tool will be evaluated during the source selection process and only those vendors with an acceptable replay capability will be candidates for award. A verified Replay Tool will exactly reproduce the algorithm results produced by the software in the related radiation detection system. The primary requirement for any Replay Tool is the exact reproduction of the analysis results from the device, given identical sensor data and parameter inputs. Utility of such a tool includes the ability to change software settings and parameters and to fine-tune an algorithm. Thus, the primary use of a Replay Tool is to investigate a system's performance over a much larger parameter space and under more controlled conditions than is possible through direct experimentation. Replay Tools are used by DNDO during multiple phases of system acquisition, testing, piloting, and deployment. To ensure that the requirements are understood, to provide DNDO with early access to Replay Tools, and to provide a forum for interchange of information regarding Replay Tools generated by industry prior to the next acquisition, DNDO plans to offer industry the opportunity to enter into a Cooperative Research and Development Agreement (CRADA) with DNDO. It is our intent to expedite Replay Tool development and refinement by working collaboratively with vendors to test and evaluate their products in order to ensure broad competition for future system acquisition.
