Description
Document Type: Sources Sought Solicitation Number: N/A Original Responses Date: February 16, 2016 Classification Code: N NAICS CODE: 238210 Contracting Office Information: Department of Veterans Affairs Networking Contracting Office 3 10 W. Kingsbridge Road Rm. 9B-16 Bronx NY 10468 Synopsis: Please note that this is NOT a request for quotes or proposals. The Department of Veterans Affairs, Northport VA Medical Center is currently conducting a market survey for qualified firms capable of providing the requested Services. The vendor will be responsible for, but not limited to services for brand name or equal equipment for: Providing and Installing a Patient Anti-Elopement Wandering System Introduction This requirement is to provide and install a patient anti-elopement wandering system on five (5) nursing units and including one elevator interface as well as deinstallation and trade in of existing system. Furthermore this requirement is to provide a replacement system for the current WatchMate Patient Anti-Elopement system used in areas at the VA Medical Center, 79 Middleville Road, Northport N.Y., 11768. Background The present WatchMate anti-elopement system, a conventional wandering system that employs patient-worn transmitters and door monitors, is no longer manufactured or supported by any company, and most significantly, patient-worn transmitters are no longer manufactured or available to purchase. Objective: "Purchase a new, conventional, patient-worn transmitter bracelet-based, anti-elopement (wandering) system which is low in cost, minimally featured yet highly upgradeable, highly resistant to radio-frequency interference and extremely reliable. This system should be equal to or better in capability than the Roam Alert Integrity system. "Though basic cabling may be suitable for a low-cost configuration, the cabling provided and installed for this system shall meet the requirements for a fully featured system with computer hardware and applications (example: for the Roam Alert Integrity system, door controllers must be connected using the manufacturer's specified Belden network cable for a Server to be installed at a later date). Servers/workstations/advanced SW applications are not covered by this solicitation. "Purchase and install system in as short a timeframe as possible due to very limited stock of existing WatchMate patient transmitters which can no longer be purchased. "Purchase a system from a vendor which can support the system on a Time & Materials basis AND on a Service Contract basis, whichever method of support is ultimately chosen by Northport VA Biomedical Engineering. "Re-utilize all functionally sound, existing, non-delay type "maglock" magnetic locks to minimize cost. "Re-Utilize all functionally sound, existing internal and external generic keypads to minimize cost to the extent that they will function/integrate into the new system's environment. "At the Building 92 Community Living Center (CLCs 1 & 2), certain doors that were not equipped to detect patient elopement, but which were simply equipped with keypad-operated MagLocks with internal and/or external, generic keypads are to remain the same except that the new Wandering System will provide the DC (12 or 24 volts) central power supply for the MagLocks instead of the existing WatchMate power supply. A/C outlets cannot be installed by the VA at doors. "Keep downtime of wandering system to an absolute minimum during transition between existing and new systems. "Provide training for Nursing and other staff in areas that use the wandering system. In addition, this project involves complete removal of the present WatchMate system, except for the MagLock and generic keypad equipment, and the purchase of a new replacement anti-elopement (wandering) system, with complete installation of the new system integrated with the existing MagLocks and generic Keypads.
