- Description
- DLA Energy Request For Information- Air Force ERCOT SP0600-16-R-0413 DLA Energy and the AF are requesting information concerning the potential feasibility of soliciting for a single entity to provide 100% of the electricity requirement, at least 50% of which is from a new renewable resource supplied under a firm fixed price Energy Supply Agreement (ESA) for Dyess AFB, Goodfellow AFB, Laughlin AFB and Sheppard AFB. The government is only interested in awarding a contract that is equal to or less than the current cost of electricity in each year of the contract term. The conventional energy component would be based on the real time settlement point pricing (RTSPP) for the ERCOT load zone in which the AF facility is located. The Government reserves the right to convert a portion of the conventionally generated energy from RTSPP to fixed price. The Government is hoping to better understand whether industry is capable of meeting these requirements, for what term length, and if there are any challenges foreseen. In addition, DLA Energy is requesting insight from industry regarding the expected costs associated with a procurement of an off-site EPF for these AF facilities, including both the cost of the renewable energy commodity, as well as all other market charges associated with delivery of the energy supply through the ERCOT market to the respective utility's distribution infrastructure. AF is interested in better understanding the factors and/or regulations that affect how individual other market charges change over time. The AF is also interested in gaining industry insight into the cost of providing energy security enhancements and energy storage options with the procurement of renewable/alternative energy including the cost of providing a micro grid ready system.
