- THIS SOURCES SOUGHT DOES NOT CONSTITUTE AN INVITATION FOR BIDS, REQUEST FOR PROPOSAL NOR A REQUEST FOR QUOTATION, AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO ISSUE AN ORDER / CONTRACT OR OTHERWISE PAY FOR THE INFORMATION REQUESTED. The Department of the Treasury's offices of International Finance (IA), Domestic Finance (DF), and Terrorism and Financial Intelligence (TFI) are seeking capability packages operating under NAICS Code 611430. The Departments are comprised of hundreds of international economists, financial analysts, and other related business and financial specialists. We are seeking qualified contractors to design and deliver professional-level training to this cadre of employees. We have an identified need for on-site training classes in the fields of international economics, finance, and banking. The primary need is at the intermediate or advanced skill level, but in some of the areas an introductory level type course may be necessary. Contractors must have the capability to provide on-site (in Washington, DC) training courses in the areas identified. The training will be comprised of courses related, but not limited to, bank analysis, credit risk, liquidity risk, macroeconomic theory, project finance, energy markets, financial modeling, payment and settlement systems, emerging markets, international financial vulnerabilities and illicit finance. The anticipated outcome is to provide the workforce with on-site courses designed to improve job performance. The capability package should be tailored to this notice and specifically address the company's capabilities to provide the services outlined above. The cover letter submitted in response to this notice should include: 1. Company name, address, point of contact, telephone number, fax number, email address; 2. DUNS number; 3. Socioeconomic status of the company, i.e., small business concern, 8(a) business, HUBZone small business, small disadvantaged business, woman-owned small business, veteran-owned small business, service-disabled veteran-owned small business and/or large businesses; and 4. A Rough Order of Magnitude (ROM) utilizing the information above. A ROM is an estimate of costs and time provided in the early stages of a project when its scope and requirements has not been fully defined. All responses should be sent via email to tonya.l.mcclinton@irs.gov. The deadline for submission of information is 16 February 2016 at 3:00 pm EST. THIS INFORMATION IS BEING REQUESTED FOR PURPOSES OF MARKET RESEARCH ONLY. The Government will use this information to develop a list of potential bidders.
