List of cables to be installed List of cables to be removed Locations - Draft List SOW DRAFT PROJECT TITLE: Transmitter Chassis Refurbishment LOCATION OF WORK: Multiple Locations THIS IS A REQUEST FOR INFORMATION. The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) is seeking sources capable of providing Transmitter Chassis Refurbishment at multiple locations. DESCRIPTION: NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, in support of the National Weather Service Radar Operations Center (ROC), seeks potential vendors to provide Transmitter Chassis Refurbishment services at approximately 169 locations as identified in Attachment 1. The vendor will be responsible for project management and refurbishment services as outlined below. All materials shall be provided by the Government. The contractor shall provide all the labor necessary to perform the following requirements: Once the contractor team arrives on site, the site technician will secure the transmitter and remove all slide- in components from the radar transmitter. Wiring and Cables to be removed are listed in Attachment 2. Once this is accomplished, the contractor team shall begin the refurbishment of the transmitter IAW the contractor's approved procedures and this SOW. The cables and wires to be installed in the transmitter are listed in Attachment 3. The scope of refurbishment of the transmitter chassis includes: • Remove and replace designated internal cabling remaining in the transmitter chassis once all slide-out modules are removed (excluding cabling on left bay door). • Remove and replace main breakers and various RFI filters in the Top Bay as shown in Figure 2. • Remove fuse panel in center bay and replace with individual rail mounted breakers and relays. • Remove and replace all blade connectors (female) mounted on the back wall of the transmitter chassis and corresponding (male) connectors located on the rear of each slide-in transmitter component. • Coordinate inspection of work and the return to service of the transmitter with the designated site POC. (Site POC will re-install slide out components and energize the transmitter) • Collect removed materials in a location as specified by the site POC. (The site POC will be responsible for disposal of removed materials using local procedures.) • Provide work acceptance checklist to site POC for completion and collect the completed checklist to be submitted by the contractor along with invoice for payment. If issues are identified on the checklist that cannot be resolved to the site POC's satisfaction, contractor personnel shall contact the contractor PM immediately to determine a course of action to correct the problem. The NAICS code for this requirement is 238210 - Electronic Contractors and Other Wiring Installation Contractors, and the small-business size standard is $15 M. The Government anticipates awarding a fixed-price Indefinite Delivery Indefinite Quantity service contract. This request for information does not constitute a commitment, implied or otherwise, that a procurement action will be issued. Nor does this request for information constitute a commitment, implied or otherwise that any procurement action that may be issued for the Government's requirements. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the submission of contractor's information. The Government shall not be liable for or suffer any consequential damages for proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Please submit information to include: 1) Your firm's DUNS number & CAGE code; 2) Your firm's SBA certified small business concern status. Specifically identify if your firm is HUBZone-certified, Service Disabled Veteran Owned, or SBA 8(a) program certified; 3) A brief description of your firm's recent past experience for similar requirements (within past 5 years); 4) Your firm's capabilities, specifically whether your firm has the ability to provide the required project management of this magnitude; 6) Identify any proposed work that your firm would likely subcontract out. Any subsequent contract will contain the mandatory FAR clause 52.219-14, Limitations on Subcontracting, which limits subcontracting costs to 50% of the price of the contract.
