Description

This is Solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the Solicitation; quotes are being requested and a written Solicitation is attached. This is a Small Business Set-Aside requirement only qualified offers may submit bids. Solicitation VA-244-16-Q-0530 is issued as a Request for Quotation (RFQ) and constitutes the solicitation, a written solicitation is attached. NAICS Code is 238220 and size standard is $15.M. Any firm that does not meet the capability and size standard under this NAICS code should not submit a response to this notice. Contract Type: The government anticipates awarding Firm Fixed Price Purchase Award. Award will be made to the lowest price quote which conforms to the requirements within this solicitation. Service Contract Act (SCA) Wage and Determination rules and regulations are applicable to this request and can be accessed at http://www.wdol.gov In order to be considered for a government award, the firm must be registered in SAM @ www.sam.gov. Description of Services: This requirement is to replace existing and install (1) Chicago Pneumatic Air Compressor at the Philadelphia Veterans Affairs Medical Center located at 3900 Baltimore Ave. Philadelphia, PA 19104. This contract is to provide labor and material necessary for the following but not limited to:. 1)Demolish and properly dispose of exiting instrument air compressor. 2)Extend existing concrete pad as required to install the new compressor. 3)Provide and install one new Chicago Pneumatic QRS-10HPD single stage air cooled rotary screw air compressor, 10 hp, 460 volt, 37 CFM @ 125 PSIG, complete with 120 gallon receiver and refrigerated air dryer. Also provide 2000 hr. maintenance kit, 4000 hr. maintenance kit, 20 Liter pail of Rot air lubricant, and automatic blowdown drain valve. 4)Provide and install new carbon steel piping to connect compressor discharge to existing air piping system. 5)Reconnect existing electric power to new compressor control panel. 6)All work shall be coordinated with the A/C foreman. 7)Job duration is 45 calendar days after award. 8)Contractor must meet the following qualifications: licensed mechanical contractor, past experience working in health care environments and performed similar jobs. In addition the contractor will survey the work location, extend the existing pad, modifying the inlet and outlet connections for the new air compressor. Have policies and procedures in place for energy lock out and tag out for all equipment. Provide the proper equipment to transport the new compressor components to and from the loading dock to the mechanical equipment room located in the basement of building 30 at the Philadelphia VAMC. The use of an equal compressor may require additional mechanical, electrical and architectural work at no cost to the government. No access available to the area. All bidders must attend the walk-thru on Friday, February 12, 2016 at 1:00 p.m. EST. located at 3900 Baltimore Ave. Philadelphia, PA 19104. No additional or individual walk- thru will be accommodated. Please contact Mr. Hassan at 215.823.5800 ext. 4234 to participate in the walk-thru prior to the site visit for additional instructions for visitors on federal property. The offeror shall provide with their quotes sufficient evidence that they possess the proper qualifications, certificates, credentials, adequate resources, capability, experience, responsibility and integrity to meet the technical capabilities to comply with the requirements of the solicitation. All questions regarding this solicitation must be submitted to the Contract Specialist in writing by e-mail to Johnny.Barton@va.gov no later than 4:00 PM EST, February 17, 2016. All responses to questions will be incorporated into a written amendment posted to the Federal Business Opportunities website (www.fbo.gov). Amendments to this Solicitation: Offerors are encouraged to monitor the Federal Business Opportunities website with respect to this solicitation because any amendments to this Solicitation will be posted on the website (www.fbo.gov). All Quotes regarding this solicitation must be submitted to the Contract Specialist in writing by e-mail to Johnny.Barton@va.gov no later than 1:00 PM EST, February 22, 2016.
