- Special Notice The Department of Defense (DoD), Department of the Navy (DoN), Naval Criminal Investigative Services (NCIS), hereby gives notice of intent to award a Sole Source Commercial Buy contract under the authority of FAR Part 6.302-1(a)(2)(ii) ¯Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements ¯, Atlantic Signal. at 900 SW 39th Street STE A Topeka KS 66609-1360-1360 for the following: This notice of intent is NOT a request for proposals or quotations. No solicitation documents are available and requests for copies of a solicitation in response to this notice will not be honored or acknowledged. No contract will be awarded on the basis of offers received in response to this notice. A determination not to compete this proposed contract based on this notice is within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-83 dated August 3, 2015 and DFARS Change Notice 20150626. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is set aside 100% small business. The associated North American Industry Classification System (NAICS) Code for the proposed contract action is 334220, which has a business size standard of 750 employees. Interested parties may identify their interest and capability by responding to this requirement via email in Microsoft Word format with a file size less than 5MB to Cynthia Springs, Purchasing Agent, via email: Cynthia.springs@ncis.navy.mil, Subject Line: Response to NOI N632851600229 no later than 12:00 pm EST, 13 February 2016. All information submitted should support the offeror ™s capability to provide the items required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror ™s bona fide capability to provide these services. Verbal responses are not acceptable and will not be considered. The Government reserves the right to cancel the Sole Source Award.
