Description
Naval Air Warfare Center Aircraft Division (NAWCAD), Lakehurst, New Jersey intends to award a Firm Fixed Price contract, on a limited competition basis, to Columbus Jack Corporation (CAGE 00994), their authorized distributor, Dutch Valley Supply Co. (CAGE 31068), or Malabar (CAGE 94861) for a firm fixed-price contract for the procurement of six (6) each 75 Ton Portable Jack Testers, Columbus Jack Corporation part number 1282-8000 or Malabar part number 8833. This procurement will provide requirements to fill deficits of I-level maintenance to support initial outfitting for P-8A aircraft at Jacksonville, Florida. The P-8 75 Ton Portable Jack Tester is used to test aircraft jacks with capacities of up to 60 tons. Columbus Jack Corporation and Malabar are the only designers and developers of the above jack testers required to test P-8 aircraft jacks. Columbus Jack Corporation has also designated Dutch Valley Supply Co. as an authorized distributor for these jack testers. The Government does not possess the technical data package required for the above Peculiar Support Equipment to allow for full and open competition. The Columbus Jack Corporation and Malabar Portable Jack Testers identified above are the only ones that were designed to specifically interface with jacks used with the P-8 airframe and landing gear. Procurement of the Columbus Jack Corporation or Malabar jack testers is necessary for compatibility with the existing P-8 configuration and to ensure that the existing logistics footprint and management is maintained. Interested firms may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to open the requirement to full and open competition based upon the responses to this notice is solely within the discretion of the Government.
