Description
The Defense Media Activity (DMA) is seeking authorized sources to provide a turn-key solution for two each satellite production vehicles. CONTRACTING OFFICE ADDRESS: DMA Contracting Office - East 6700 Taylor Avenue Fort Meade, MD 20755 INTRODUCTION: This is a SOURCES SOUGHT TECHNICAL DESCRIPTION to determine the availability and technical capability of small businesses (including the following subsets, Small Disadvantaged Businesses, HUBZone Firms; Certified 8(a), Service-Disabled Veteran-Owned Small Businesses and Woman Owned Small Business) to provide the required products and/or services. The Defense Media Activity Headquarters is seeking interested vendors for the procurement of two (2) on-site satellite production uplink vehicles. The primary purpose of the required vehicles is to allow for conducting on-site gathering of broadcast quality content, production and satellite uplink of content produced. The satellite production vehicles need to be able to conduct a live production with 5 fixed cameras and 1 roving camera, as well as provide a KU satellite uplink capability. Vehicles shall be self-contained with the ability to run and operate on their own internal single Diesel fuel source. The vehicle's fuel source will be used to feed the vehicles engines and their generators. The electrical power produced by the satellite production uplink vehicle can be switched between the generator and shore power. Shore power cable (50 foot) is required to be part of the vehicle's inventory. The vehicles need to be a sprinter style vehicle that can support all required equipment features to perform the capabilities listed below, as well as transport and store an additional 1,000 lbs for personnel and personal baggage. All supplies and provided equipment not mounted exterior or interior must be stored inside the vehicle and shall be secured for movement. The vehicles provided are required to be able to transport 2 personnel and support 5 working operational personnel positions when fully deployed and in use. The operations positions required are as follows: one position for technical engineer, one position for the sound operator, one position for the video switcher operator, one position for character generator / graphics operator and one position for the producer DISCLAIMER: THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. CONTRACT/PROGRAM BACKGROUND: The Defense Media Activity (DMA) under the DoD Office of the Secretary of Defense for Public Affairs, operates the American Forces Network (AFN), a worldwide radio and television broadcast network serving over one million American service men and women, DoD civilians and their families that are stationed overseas in 175 countries, as well as U.S. Navy ships deployed at sea and overseas. American radio and television broadcasts are programmed and distributed to AFN worldwide locations via two independent satellite signals originating at the AFN-Broadcast Center (AFN-BC) in Riverside, California; one each to the Pacific and Atlantic regions. Principle operating area for this vehicle will be within the 48 contiguous United States. Contract Number: N/A. This is a new requirement Contract Type: Firm Fixed-Price Incumbent and their size: N/A Method of previous acquisition: N/A Provide Brief description of the current program/effort: Requirement is to design, equip and provision 2 each broadcast production vehicles with steerable KU satellite uplink capability. Each vehicle will require 5 internal seating/operating positions during use and be fully self-contained for operation on either generator or shore power. Satellite uplink will be frequency agile and operate in the US Domestic KU band satellite band. List Anticipated Time Frame: 12 Months from DOA Delivery Location: Defense Media Activity Headquarters, Fort George Meade, MD 20755 REQUIRED CAPABILITIES: Turnkey design integration, commissioning, delivery and training inclusive of all design, integration, assembly, of two satellite production vehicles that are self-contained and self-supported. Training of 10 personnel on the operation of the satellite production vehicle is required to be conducted on the provided vehicles on site at Fort Meade Maryland Systems shall incorporate to the maximum extent possible Commercial-Off-The-Shelf (COTS) components/systems properly integrated and designed to provide two fully functional professional satellite production vehicles with KU satellite uplink capability. Delivery, commissioning and acceptance of the satellite production vehicles will be performed at the Defense Media Activity Headquarters, Fort Meade, Maryland. At a minimum, the vehicle shall support the following functions/capabilities during normal deployment/operation: Audio capture, mixing and editing, KU satellite uplink/KU satellite downlink, camera control unit functions, video switching and routing, character generation, video graphics and video replay. Vehicle Requirement: Sprinter style vehicle with diesel engine, global positioning system, high roof (able to stand up inside), must be able to be driven to location with all equipment and 2 personnel with personal baggage. The vehicle requires mounted external positional lighting for rear, right and left sides of vehicle. On site stabilization for the vehicle will include a 4 point stabilization system. The vehicle will incorporate enough HVAC as detailed below. The vehicle will have floor tie down points, awning, weatherproof securable signal interface panel to interface internal and external signals, and two (2) 20 amp IPS65 weatherproof external A/C outlets. The vehicle needs to be large enough to support all equipment and 5 personnel. Vehicle engine and generator(s) must use Diesel fuel from a single common fuel tank with sufficient capacity for a vehicle range of 300 miles and 12 hours of continuous operation on generator power. RF Equipment Requirement: Needs to be redundant consisting of: 2 Integrated DVB-S/S2 encoders, 2ea SSPA, 2 receivers 1 satellite modem (iDirect), 1 KU auto deployable/auto acquire vehicle mounted satellite dish with RF change over system and dummy load. Wireless camera system: The wireless camera system will consist of one wireless camera with wireless transmission system and related receiver on vehicle. The system must transmit 1080i at very low latency; have camera control capabilities from the vehicle and intercom integration. The transmission system is required to be used up to 3000 ft. from production truck. This roving camera system requires a battery system capable of supplying a minimum sustained operational use of 90 minutes and include charger. Communications: At a minimum of 4 multi-line digital hybrid for use with the integrated intercom system and interruptible fold back system, 4 wireless interruptible fold back system, intercom system to each camera, each work station and Input/output panel, Internal network (wireless capable), and wireless phone/data service with one year contract included at time of delivery. Audio Equipment Requirement: 32 channel audio mixer, Electronic News Gathering (ENG) microphones (3 each wireless and wired), lavalier microphones (3 each wireless and wired), CD/DVD player, and dual-channel phone hybrid. Video Equipment Requirement: Instant replay video system that is capable of replay of up to 18 hours of content, 5 camera systems using 110 Series SMPTE 304M compliant connectors and cable; camera control units able to white balance, black balance, shade, control iris and black level and able to run cameras off power from the truck with cable runs of 1000 feet. Each of the 5 cameras will have a seven (7) inch viewfinder, 5 fluid head tripods with mid-level spreader and transport case (support 45lb and adjust to a height of 66 inches), the ability to individually recorded each cameras content and the program output of the system on solid state storage capable of recording 24 hours of 1080i HD/SDI video, 2-M/E switcher, character generator capability, standalone graphic capabilities, capability to record content output to Blu-ray and XDCam formats. Test Equipment Requirement: Rack mounted HD/SD-SDI Rasterizer, portable audio analysis, portable test signal generator, monitor and digital analytics workstation and rack mounted spectrum analyzer. Distribution Equipment Requirement: The ability to route any audio or video signal within the system to the video switcher or the audio board and 2 frame syncs for integration of external signals Other systems Requirement: Vehicle shall have capability to operate from generator or shore power with supplied shore power cables. Capacity of generator shall be sufficient to meet surge requirement for powering on of all equipment and have a 20% reserve capacity under normal operating conditions. HVAC shall provide both AC and heat for vehicle area where equipment and personnel will be working. HVAC shall be capable of maintaining a constant inside temperature of 65 Fahrenheit when external temperature ranges between 10 and 110 degrees Fahrenheit. Satellite production vehicle shall have a GPS driven master clock system with a wall mounted clock for operators use and system timing. Vehicle shall have graphic wrap on the front, rear and sides that will display the DMA logo. SOURCES SOUGHT: The anticipated North American Industry Classification System Code (NAICS) for this requirement is 334220, with the corresponding size standard of 750 employees. This Sources Sought Synopsis is requesting responses to the following criteria from small and large businesses that can provide the required services under the NAICS Code. To assist DMA in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement. In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company's ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14). SUBMISSION DETAILS: Contractors having verifiable skills and capabilities necessary to perform the stated requirements should submit a response of no more than 15 pages in length, single spaced, 12 point font minimum. Line drawings, layouts and conceptual drawings of proposed design DO NOT count against the page limit above, and shall be limited to no more than 20 pages of ‘C' size or smaller. The Government will not review any other data or attachments that are in excess of the above stated limits. Companies should provide clear and unambiguous evidence to substantiate that they are capable of fulfilling the requirement. Responses should include: a. Business name and address; b. Name of company representative and their business title; c. Type of Small Business; Cage Code; d. Contract vehicles that would be available to the Government for the procurement of the product and service, to include ENCORE II, General Service Administration (GSA), GSA MOBIS, NIH, NASA SEWP, Federal Supply Schedules (FSS), or any other Government Agency contract vehicle. (This information is for market research only and does not preclude your company from responding to this notice.) e. Experience: Please provide two and no more than five (5) contracts that your company has successfully completed for a similar type of vehicle or capability. (1) Describe your Self-Performed* effort (as either a Prime or Sub-Contractor). (2) Please be specific and provide a complete reference to include at a minimum the project name (and the government contract number, if applicable), contract award amount, start and completion dates, and the project owners' contact information. (3) A table listing all companies involved in the relevant project(s), including the technical expertise and percentage of work that each company provided. *Self-Performed means work performed by the company themselves, NOT work performed by another company for them for any of the project examples provided. f. Capabilities / Qualifications: (1) A written response providing clear and unambiguous evidence to substantiate the capacity to fulfill this requirement. (2) Company business size and socioeconomic status (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Women-Owned Small Business,) the number of years in business, affiliate information: parent company, joint venture partners, potential teaming partners. (3) Specify any partnering arrangements and how those arrangements will impact the equipment or services provided, including technical expertise provided by each company. Please specify the percentage of work that each company will perform. (4) If the company holds a Federal Supply Schedule (FSS) Contract, list the GSA Contract Number and relevant Special Item Numbers (SINS) applicable to this requirement. (5) Provide a Rough order of magnitude for this proposed project. (6) Provide vehicle layout. This notice does not restrict the Government to an ultimate acquisition approach. All firms responding to this sources sought notice are advised that their response is not a request that will be considered for contract award. All interested parties will be required to respond to the resultant solicitation separately from their response to this sources sought notice. g. Please be advised that all submissions become Government property and will not be returned. All government and contractor personal reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
