Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a request for offers or proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. Information received will be used to determine the availability of responsible firms that would be interested in submitting proposals in response to the anticipated solicitation. The Estimated Construction Cost for this project is between fifteen million dollars ($15,000,000) and twenty-five million dollars ($25,000,000). The proposed NAICS code associated with this procurement is 236220, Commercial and Institutional Building Construction, with a size standard of thirty-six million, five hundred thousand dollars ($36,500,000) average annual receipts. The General Services Administration (GSA), Public Buildings Service (PBS), Northeast and Caribbean Region is seeking responsible and qualified General Contractors (GC) interested in providing construction services for the modernization of the Federico Degetau Federal Office Building (FOB). This project will serve as a follow-on action to the High Performance Green Building (HPGB) project funded through the American Recovery and Reinvestment Act (ARRA) of 2009. The building is located at 150 Carlos E. Chardon Avenue, which is on an existing 27 acre federal campus located in the Hato Rey area of San Juan. The modernization of the Federico Degetau Federal Office Building (FOB) aspires to greatly improve the environmental impact of the facility. The facility was constructed in the early 1970s, and, aside from small retrofits, was still utilizing the original base building environmental systems. The facility is located in the Hato Rey area of San Juan, Puerto Rico, which is a hot, humid environment. As a result, there is a continuous demand for cooling and dehumidification, particularly during the occupied daytime hours, and there is no demand for space heating. In 2011 the HPGB modernization project began with the primary goal of reducing the annual energy consumption and to further employ sustainable "green" strategies at the facility therefore making a healthier environment for its occupants. In this case, a healthier environment refers to greater thermal comfort, better indoor air quality, more comfortable lighting, and less toxic finishes (paints, floors, walls, ceilings, sealant, adhesives, etc.). To achieve this, the GSA committed to replacing all of the existing lighting and environmental systems with newer, more efficient, more effective systems. The original HPGB modernization project outlined- above has been completed generally through its second phase, including the complete upgrade of the chiller plant, replacement of the majority of the power distribution and substations and HVAC, lighting and ceiling upgrades to roughly 50% of the tenant the areas in the FOB. The project described by this document seeks to complete as close as possible the intent of the HPGB project as a "follow-on" comprised of the unfinished portions of the Degetau FOB. In general, this includes the work on upper floors 4-7 of the building from the original HPGB project. This work is expected to be presented for proposal under two alternate designs with several options, each of which successively builds on the previous. The scope of work for the anticipated contract will be limited to the completion of the Degetau Federal Office Building. Follow-on project work in the Nazario Courthouse and the structure that links it to the FOB will be performed under a separate contract. The contractor may be required to interface with the Nazario Courthouse contract, since the two buildings share common systems, including, but not limited to the chiller plant, emergency power distribution, fire pump and BMS system. The Government anticipates the release of a Request for Proposals (RFP) for this procurement on or about June 01, 2016. The RFP will be issued via the FedBizOpps internet site at: https://www.fbo.gov. Interested offerors are STRONGLY encouraged to register on this site to receive notifications of actions associated with the solicitation. Solicitation provisions, required proposal forms, clauses and instructions to offerors will be included with the project documents. The offeror selected will be required to supply all labor, materials, equipment and supervision to perform the complete services as required by the Scope of Work under the resultant contract. Construction elements include but are not limited to building construction services, fire protection, lighting, mechanical and electrical upgrades, and asbestos abatement. A Pre-Proposal Conference will be held for the procurement. The date and time will be posted on the FedBizOpps (estimated date is on June 15, 2016). The purpose of the conference will be to discuss the project and proposal requirements. Interested Offerors are to provide the name of your firm, a BRIEF description of the firm's capabilities and the contact information for the primary point of contact. Interested Offerors are also requested to answer the following questions with their submission: (1) a. Has your firm completed GC services for at least three building construction (new or renovation) projects of a minimum value of $20,000,000? If yes, provide a brief narrative that demonstrates your firms' capabilities providing construction services. b. Has your firm renovated HVAC systems for existing building structures? If yes, state whether the buildings were occupied during construction. If the buildings were occupied, state if the project required tenant relocations. What was the total square footage (SF) size and total value ($) of the project? c. Has your firm completed a project with an HVAC system that included direct digital controls (DDC) with interface to a Building Automation System (BAS)? (2) a. Does your firm have the Bonding Capacity for a project over $15,000,000? b. What is your maximum bonding capacity (single and aggregate)? (3) Has your firm worked on a project that involved LEED strategies and required documentation for a LEED rating submission? If yes, provide a brief narrative describing example project(s), rating(s), whether the project was certified and your firm's role. (4) Is your firm considered a small business concern with a size standard of $36,500,000 in annual receipts average over the last three (3) fiscal years? (5) Is your firm certified under a Small Business Administration Socio-Economic Program, such as SBA- Certified HUBZone, SBA- Certified 8(a), Small Disadvantaged Business (SDB) concern or a Service- Disabled Veteran- Owned Small Business (SDVOB)? If yes, state which SBA Program(s). Please respond with a Letter of Interest by Close of Business, February 19, 2016. Again, this is not a Request for Proposals.
