- Small Business Participation Plan is to be filled out by all Large and Small Businesses and return with proposals. Small Business Subcontracting Plan is to be filled out by all Large Businesses and return with proposals. See attached Solicitation for the Dual-Band Transmitter Power Supply Prototypes. The Airborne Transmitter Program has been initiated to design, develop and produce an airborne transmitter that can emit in two frequency bands. The Dual-Band Transmitter Power Supply (DBTPS) is a component of that system, accepting high-voltage power from an input power line and converting it to DC voltages powering the other components.
