- The USDA NRCS is preparing to issue a solicitation for work authorized under the Emergency Watershed Protection Program to relieve imminent hazards to life and property due to a major flood event March 3-6, impacting Lincoln and Wayne Counties, West Virginia. The work consists of reconstructing and stabilizing 300 feet of stream at two sites. The sites are located in Lincoln and Wayne Counties in southern West Virginia. The Adkins site in Lincoln County is along WV County Road 37/2 on Sulphur Spring Branch, a tributary of Fourteen Mile Creek. The Wayne County site is the Topping Site on WV State Route 37 near the community of Kiahsville on Cove Creek. The Adkins restoration work consists of mobilization and demobilization of forces, material and equipment to remove and dispose of metal and other debris along the stream bank; constructing and stabilizing 125 feet of stream bank by purchasing and placing 225 tons of 9" to 28" size rock riprap; grading the top of bank to provide for positive drainage as well as seeding and mulching disturbed areas. Debris will be disposed at an approved landfill. The Topping site consists of mobilization and demobilization of forces, material and equipment to reconstruct the stream bank by hauling and placing approximately 160 tons of fill from an approved offsite borrow source; removing deposition in the channel to establish original channel grade; purchasing and installing 260 tons of 6" to 18" size rock riprap to stabilize 175 feet of stream bank; grading the top of bank to provide positive drainage as well as seeding and mulching disturbed areas. The solicitation will be a Total Small Business set-aside. Interested contractors must be registered as Active, and must complete the annual representations and certifications electronically via the System for Award Management (SAM) at http://www.sam.gov in order to be eligible for award. All necessary permits and land rights have been acquired. A firm-fixed price construction contract is anticipated under Simplified Acquisition Procedures. FAR Part 13 and 36 apply. As such, a bid bond is not required and there will be no formal bid opening. A Request for Quotes is being solicited, and can be supplied via fax, email, or regular mail. Award will be made to the lowest priced, responsible offeror. An alternative form of payment protection, either a Payment Bond (SF-25A) or irrevocable letter of credit (ILC), in the amount of 100% of award will be required within 5 days of award. The solicitation package, construction drawings and specifications will be posted and available from this site on February 20, 2016. Requests for quotes, under Simplified Acquisition Procedures, will be due by 12 noon on Monday, February 29, 2016. A site showing to inspect the site will be held on Wednesday, February 24, 2016, at 11:00 a.m. Participants should plan to meet at the Montana Church, 33 Barberry Road, Ranger, WV 25557. Price Range is between $25,000 and $100,000.
