Description
The National Aeronautics and Space Administration (NASA), Glenn Research Center (GRC), is hereby soliciting information about potential sources to design, fabricate and install Large Scale Multi-Layer Insulation (MLI) Blankets for Exploration Missions. Capability Statements are hereby requested from all interested parties, including Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for Large Scale Multi-Layer Insulation Blanket projects. The Government reserves the right to consider a Small, 8(a), Woman-owned (WOSB), Service Disabled Veteran (SD-VOSB), or HUBZone business set-aside based on responses hereto. Background: As a part of an effort to improve the fundamental understanding of multilayer insulation (MLI), NASA GRC is testing various details regarding MLI blanket fabrication and installation. The extension of these efforts onto exploration upper stages is hereto being investigated by the design, fabrication, and installation of an MLI blanket onto a representative scale tank called the Structural Heat Intercept, Insulation, and Vibration Experiment Rig (SHIIVER) tank. While the end application is a liquid hydrogen upper stage with a diameter of 8.4 m, the actual tank for installation will be a 4 m diameter liquid hydrogen tank. As such, the MLI should be designed towards the 8.4 m tank and then the design scaled down to the 4 m tank. The tank will be tested in thermal vacuum and in an appropriate reverberant acoustic environment. Following the reverberant acoustic testing, the thermal vacuum testing will be repeated to determine if any damage to the MLI was caused by the reverberant acoustic testing. Respondents have the option of subcontracting any portion of the work. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps. It is the potential offeror's responsibility to monitor this site for the release of any solicitation or synopsis. Interested parties are hereby requested to describe your experience and capabilities in the following areas: 1. Designing MLI blankets for cryogenics applications including: a. 3D curvature and complex geometries b. Analysis for blanket venting, acoustically driven vibrations, structural attachment, and thermal performance c. Material certifications and tracking 2. Fabricating MLI blankets for cryogenic applications including: a. Precision cutting and joining of blankets for applications larger than stock material dimensions b. Handling and installing temperature instrumentation c. Configuration control and documentation of redlines d. Appropriate designated environmentally controlled facilities 3. Installing MLI blankets for cryogenic applications including: a. Applying blankets to large (4 m) structures b. Working on scaffolding at heights c. Customer site installation 4. Your facilities and equipment used to design and fabricate MLI blankets and related products for cryogenic applications. Responses must include the following: name and address of firm, size of business; number of employees; ownership; whether they are large, or any category of small business*, number of years in business; affiliate information: parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime); relevant work performed within the past five years (highlight contract numbers, contract type, dollar value of each procurement); evidence of Registration in SAMS; NAICS Code; Cage Code; DUNS Number; and a point of contact - email address and phone number. Please advise if the requirement is considered to be a commercial or commercial-type product. A commercial item is defined in FAR 2.101. This synopsis is for information and planning purposes only, and is not to be construed as a commitment by the Government nor will the Government pay for information solicited.
