- The Transportation Security Administration (TSA) intends to contract using other than full and open competition for course curriculum and course materials for situational leadership training. TSA current requirement is as follows: • Quantity 1440 of Blanchard order number C59736. A description of these materials is as follows: Course materials for the Essentials of Leading Screening Operations (ELSO), which includes 1 Day of Blanchard Situational Leadership II (SLII) for Government with TSA customized scenarios, ½ Day of DiSC, and ½ Day of SLII DiSC Bridge. Delivery due by April 4, 2016. • Additional item: 1320 copies of Leadership and the One Minute Manager. Delivery due by April 4, 2016. • Quantity 360 of Blanchard item number C59737. A description of these materials is as follows: Course materials for the Essentials of Supervising Screening Operations (ESSO), which includes 2 Days of SLII for Government with TSA customized scenarios, ½ Day of DISC, and ½ Day of SLII DISC Bridge. Delivery due by April 4, 2016 • Additional Item: 330 copies of Leadership and the One Minute Manager. Delivery due by April 4, 2016. • Additional Item: 330 copies of The Leader Within. Delivery due by April 4, 2016. The TSA Office of Training and Development (OTD) requires these items to train Non-Supervisorial Airport Security Screening Leads and (2) a course for Supervisorial Airport Security Screening Supervisors. Accordingly, TSA intends to award a Purchase Order to The Ken Blanchard Companies ("Blanchard") for this requirement. Blanchard can meet this requirement because it is the sole source for this requirement as documented in the next paragraph. This Purchase Order will meet OTD's aforementioned training requirement. The TSA Office of Training and Development (OTD) requires the above listed items to train (1) Non-Supervisorial Airport Security Screening Leads and (2) a course for Supervisorial Airport Security Screening Supervisors. In the past, TSA has partnered with FLETC to provide and host the two required courses at FLETC's educational facilities in Glenco, GA. TSA has used an Interagency Agreement with FLETC to fund FLETC's expenses. FLETC provides acquisition assistance for courses hosted at its facilities. As a result, FLETC has a contract with Blanchard for TSA's requirement. However, due to a surge in TSA training at the FLETC Glenco, GA location, FLETC has informed TSA that it will not be able to host these courses until the 2nd Quarter of FY 17. As a result, TSA has decided to host and instruct these courses at its educational facilities in Atlantic City, NJ for the period of FY 16 Quarter 2 - FY17 Quarter 1. Upon these courses returning to FLETC, FLETC plans to continue to contract with Blanchard for TSA's required courses. To ensure a seamless continuity of training is provided in the interim, TSA proposes to contract for the Blanchard course materials on a sole-source basis. Moving to another provider on a temporary basis would likely (1) disrupt training schedules, as training is scheduled for April and a competitive procurement would likely result in cancellation of April classes, and (2) Blanchard's authorized resellers are not authorized to customize and reproduce Blanchard's products. Even with significant labor resource investment of TSA Subject Matter Experts to work with a new vendor to customize curriculum for TSA's needs. TSA would be unable to produce the customized scenarios provided in TSA's Screening Lead and Screening Supervisor trainings resulting in an unacceptable difference in standardized curriculum delivery of FY16Q2-FY17Q1 courses. As a result, Blanchard's materials and curriculum are the only items that will meet TSA's requirement. The required Blanchard items were customized for TSA and therefore can't be purchased from Blanchard's authorized re-sellers. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501. Interested persons may identify their interest and capability to respond to the requirement or submit quotes. This notice of intent is not a request for competitive quotes. However, all quotes received within 7 calendar days of the publication date of this synopsis will be considered by the Government. The Government will notify parties of the outcome of any quote submitted in response. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
