- The Army Contracting Command - Aberdeen Proving Ground on behalf of the Defense Biological Product Assurance Office (DBPAO) intends to award a sole source contract to Noblis, Inc. to add enhancements to two (2) current software analysis tools known as "PCR Signature Erosion Tool" v.2 (PSET v.2) and "BioVelocity" v.1 (BVSD v.1). PSET, developed by Noblis, Inc. under Virginia Contracting Activity and U.S. Army contracts HHM402-11-C-C114 and W911NF-12-C-0036 respectively. PSET enables DBPAO to independently verify and validate the performance of molecular assay signature sets that are deployed or proposed to be deployed by DBPAO and other entities as part of their defense biological warfare surveillance systems or assays. This tool provides the specific ability to evaluate signature erosion (degradation of molecular signature that identify specific threat organisms) over time and improves performance with increased availability of new genome sequences (through related efforts). Signature erosion can be a significant issue with the rapid evolution of pathogens such as Ebola especially in an outbreak scenario. On-site PSET capability provides the ability to ensure that DBPAO assays perform optimally in the event of such outbreaks. The companion tool called BioVelocity, developed independently by Noblis, provides the ability to design new assay signatures in silico prior to development and validation of assays in the lab (huge savings in cost and schedule). Noblis, Inc. developed both the PSET and BioVelocity software tools and is thus the owner of the intellectual property (IP) and sole provider of these tools. Therefore, Noblis is the only source to develop and improve the software tools used by DBPAO (and other DBPAO customers) in the process assay development and performance measurement. A Firm Fixed Price (FFP) contract will be awarded for the development of an improved version of a currently deployed software system developed by Noblis, Inc. for DBPAO named PSET v.2 and companion software called BVSD v.1. The PSET v.2 will include enhanced features such as the capability of using custom analyses parameters, custom sequence databases, improved data outputs and visualizations and user friendly manipulation of the software such as the user interface. BVSD is an in-house Noblis software run on their network and is not available for outside users as of yet. BVSD v.1 will provide DBPAO the capability to run the software locally on a standalone computer. The statutory authority permitting acquisition of these items other than full and open competition is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This is not a request for competitive proposals. Parties purporting to have the means to provide this capability without unacceptable delays in fulfilling the agency's requirements must furnish in writing, factual information which clearly supports and demonstrates that they are able to obtain the necessary materials and produce the required software enhancements.
