- Request for Information (RFI): Engineering and Installation Services to facilitate Localizer Performance with Vertical Guidance (LPV) HSCG38-16-I-H00011 This RFI is issued solely for information and planning purposes and to identify interested sources. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. It is subject to change and is not binding on the Government. Further, unsolicited proposals will not be accepted. Funding is not available at this time. The United States Coast Guard (USCG) has not made a commitment to procure any of the supplies discussed, and reimbursement will not be made for any costs associated with providing information in response to this announcement and any follow-up information requests. All submissions become Government property and will not be returned. Not responding to this RFI does not preclude participation in any future RFP if any is issued. If a solicitation is released, it will be synopsized in the Federal Business Opportunities (FedBizOpps) website, www.fbo.gov. It is the responsibility of the potential responders to monitor this site for additional information pertaining to this subject. The USCG Aviation Logistics Center (ALC) requests capability statements from interested companies for the purpose of identifying potential sources capable of providing Commercial Off-The-Shelf (COTS) equipment certified by TSO-C146c and TSO-C144 with Engineering and Installation Services to facilitate Localizer Performance with Vertical Guidance (LPV). The installation is intended to be independent of existing avionics, flight director, and autopilot systems and must adhere to all requirements of AC 20-138c. First Article Approval with Government Testing will be required before full production will be authorized. The North American Industry Classification System (NAICS) Code is 336413 with a Small Business Size Standard of 1,000 employees. Responses to this notice should include company name, address, telephone number, point of contact (POC), business size, responses to specific questions below, and any additional information which will allow the USCG to understand your full capabilities. All companies that can meet the specification are encouraged to provide a capability statement, company literature, brochures, or any other information that demonstrates that the specification can be met. Please respond to the following questions in addition to submission of your company's capability statement: 1. Does your company currently manufacture in addition to providing engineering and installation services? If so, who is the customer? What is the period of performance and contract number? Please provide a technical and contractual point of contact (POC). 2. Where is your company's facility located? Does your company have all parts, material, labor, tooling, fixtures, jigs, manufacturing manuals, test equipment, and facilities necessary to provide engineering and installation services? 3. Is your company a large or small business? If small, define your company's socioeconomic classification. 4. If your company is a small business, are you capable of performing at least 50% of the work, in order to comply with FAR Clause 52.219-14, specifically 52.219-14(c)(1), "At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern."Does your company send out work to subcontractors? If so, how much work and what type is subcontracted? 5. Does your company offer a warranty on this type of requirement? If yes what is the standard warranty? 6. What is your company's standard delivery time and terms for this type of requirement? 7. Is this item treated as commercial or non-commercial by your company? 8. Is the manufacture along with the engineering and installation services proprietary to your company? 9. What information does your company need from the Government to provide a Firm Fixed Price proposal for this requirement? 10. Does your company have any other questions or concerns? After review of the responses to this RFI, and if the Government still plans to proceed with the requirement, a solicitation announcement will be published at the FedBizOpps website at www.fbo.gov. All interested offerors will have to respond to a RFP in addition to responding to this RFI. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Any questions should be submitted via email to Tammy Bunting at Tamela.S.Bunting@uscg.mil no later than February 11, 2016. Responses to this RFI along with any capability statements, company literature, brochures shall be emailed to Tammy Bunting at Tamela.S.Bunting@uscg.mil and D05-SMB-LRS-Procurement@uscg.mil and shall reference HSCG38-16-I-H00011 in the subject line. Responses must be received no later than February 18, 2016 at 2:00 p.m. EST. Responses to this RFI are NOT a request to be added to a prospective offerors list or to receive a copy of the solicitation. Reimbursement will not be made for any costs associated with providing information in response to this announcement and any follow-up information requests. All submissions become Government property and will not be returned. It is the responsibility of the interested parties to monitor the FedBizOpps website for additional information pertaining to this RFI.
