** Please note GTACSII Pre-Solicitation Day has been changed to March 4, 2016. Instructions: The Government requests that respondents provide feedback, comments and questions regarding the draft PWS with a specific focus on the additional Questions 1-5 below: Q1. The Government is interested in understanding your interest in the following functional areas? (1. Research and Development/2. Production and Deployment/3. Sustainment) Can you perform in all three functional areas or one area, please describe? Q2. What do you recommend to be key discriminators for each of the following functional areas? (1.Research and Development/2.Production and Deployment/3.Sustainment) Q3. How does the Government incentivize good performance? Q4. What constraints or limitations restricted your ability to perform or bid on delivery/task orders on GTACS? Q5. Do you wish to have your company name included on a list of attendees to be distributed to Pre-Solicitation Day attendees? Responses to these RFI questions should be submitted by NOON EST on February 1, 2016 to Contract Specialist, Megan Ridner at megan.a.ridner.civ@mail.mil. Pre-Solicitation Day : Army Contracting Command - Aberdeen Proving Ground Division B, on behalf of Project Manager Warfighter Information Network-Tactical (PM WIN-T) is sponsoring a Pre-Solicitation Day for Global Tactical Advanced Communication Systems II (GTACSII) and Services. Date: Friday, March 4, 2016 Location: Mallette Auditorium (Building 6008), Aberdeen Proving Ground, MD 21005 Time: 9:00AM - 1:00PM The Pre-Solicitation Day is for planning purposes only; this is not a request for Quotations or Proposals. The event is free of charge, however it is not intended to be a showcase for industry presentations of their capabilities so no booths will be displayed. The Government will not hear formal bids from industry nor will one-on-one or group meetings be held at this time. The Government will not be liable for any preparation, participation or travel costs associated with this event. Interested parties are responsible for all costs in preparation and attendance at this event. The Government will not be providing food or beverages. Joint ventures, teaming arrangements, strategic alliances, or other business arrangements to satisfy requirements of GTACSII are encouraged. Transparency and communication is critical. The Pre-Solicitation Day presentations will include technical and contracting strategy. The Pre-Solicitation Day briefings are all unclassified. Registration Instructions : Interested participants must pre-register for the Pre-Solicitation Day via email to megan.a.ridner.civ@mail.mil NO LATER THAN NOON EST on February 26, 2016. Registration by phone will NOT be accepted. Registration request shall include the following information: company name, cage code, attendee name(s), telephone number and email address. All attendees must be U.S. Citizens or permanent resident Aliens. When submitting registration information, please include "GTACSII Pre-Solicitation Day Registration" in the email subject line. There is no registration fee. Visit Requests : A visit request is not required to access Building 6008. However, it is recommended that participants not in possession of a valid Department of Defense Common Access Card arrive NO LATER THAN 8:00 AM to check in through the Visitors Center, adjacent to the Route 715 gate. For specific information on where to park, please review the map attached to this posting. Question Submittal Instructions : Prior to Pre-Solicitation day, please be advised that you may submit questions via e-mail to megan.a.ridner.civ@mail.mil NO LATER THAN February 22, 2016. Use the following format for your question submittals: 1. E-mail subject line should read "GTACSII Pre-Solicitation Day". 2. Submit questions in an organized manner directly in the e-mail text. Label each question with a general subject matter reference. 3. Ensure all questions include company name, cage code, name and telephone number and email address in case there is need to clarify the questions. 4. Keep questions brief and to the point. 5. Do not send information marketing a company's capabilities. The author of submitted questions and the author's company information will not be made public. Accordingly, information will NOT be treated as proprietary unless specifically identified as such; please be aware that identifying information as "proprietary" may preclude them from being incorporated into the final solicitation. Once all questions and answers have been presented at Pre-Solicitation Day, all registered attendees will be given the opportunity to submit anonymous follow-up questions as the Government will provide a drop box. The follow-up questions will be reviewed and answered at a later date. The original round of questions and answers presented on Pre-Solicitation Day as well as the follow-up questions and answers will be made publicly available on a date to be determined. Note: This is NOT a "bidder's conference"; this announcement is neither a contract, nor a request for proposal, nor a promise to contract, nor a commitment of any kind. This notice is for planning purposes only. The Government assumes no liability for costs incurred. No solicitation exists at this time. Please continue to monitor the Federal Business Opportunities website for additional information.
