Description
The Office of Acquisitions Management (AQM) is issuing this sources sought notice on behalf of the Bureau of Diplomatic Security (DS) to conduct market research to identify parties having an interest in and the resources to support requirements for process evaluations. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541611, Administrative Management and General Management Consulting Services. According to the Department of State Evaluation Guidance, DS shall conduct evaluations for the purpose of asking questions about their programs, projects, and processes and answer them through evaluation to make improvements and facilitate better decision-making. DS evaluations focus on the business processes that support the programs; not of the program themselves. For these evaluations, DS requires the following three key elements: existing individual employee security clearances at the SECRET level or higher, existing facility clearance at the SECRET level or higher, and previous military/law enforcement experience. This is not a Request for Proposal (RFP) or a Request for Quote (RFQ). A RFP/RFQ is not being issued at this time. Any responses to this RFI will be treated as information only and shall not be used as a proposal. Government will not reimburse respondents for costs associated with providing information in accordance with this RFI. All potential sources with the capability to provide the requirements referenced in this RFI are invited to submit, in writing, sufficient information within the page limitations listed below. This information should demonstrate the respondent's ability to fulfill the technical, delivery, and support requirements and be responsive to the technical questions in this RFI as indicated below. No pricing should be included in your response. If your organization has the potential capacity to provide process evaluation services to DS, please provide the following information: 1) A cover sheet that includes: • organization name • address • email address • website address • telephone number • primary business and market areas If applicable, please include: • business size and socioeconomic status • current facility clearance with the level identified • current individual security clearance(s) with the level(s) identified • current available contract vehicles (i.e., open market, GSA Schedule, GSA's Performance Management/Continuous Process Improvement (PM/CPI) Blanket Purchase Agreement) 2) Relevant Project Experience As Applicable (four (4) page limit): • experience in designing and managing program evaluations • experience in designing and managing process evaluations • experience with projects requiring (1) security clearances, (2) facility clearances, and (3) military/law enforcement institutional and situational awareness • experience in evaluating programs for (1) Federal clients, (2) Department of State, and (3) Bureau of Diplomatic Security (DS) If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide process evaluation services. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses or procured through full and open competition, and multiple awards may be made. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Overview The Bureau of Diplomatic Security (DS) is the law enforcement and security arm of the U.S. Department of State. DS is responsible for providing a safe and secure environment for the conduct of U.S. foreign policy. DS fulfills its mission through the hard work of its committed and highly trained security professionals - special agents, engineers, technical specialists, diplomatic couriers, Civil Service specialists, and contractors -who work together to ensure that their State Department colleagues can carry out their foreign policy missions safely and securely. DS executes 119 programs in support of its mission. Each evaluation project focuses on a process that supports one of the 119 programs. Evaluators will spend approximately six months with a program, learning how it functions on a daily basis, and provide recommendations for efficiency and improvement. The evaluation projects will primarily take place in Washington, D.C. with one or more overseas or domestic trip(s) to collect data. Past process evaluation projects for illustrative purposes of future process evaluation projects: • Collection and usage of personnel data for processing security clearances • Invoicing processes for several contracts for the local guards stations abroad • Procurement, storage, and shipping of defensive equipment and armored vehicles • Intake and processing of Freedom of Information Act Privacy Act (FOIA-PA) cases • Invoicing process for one large contract for the uniformed guards stationed domestically
