- The 409th Contracting Support Brigade /Theater Contracting Center plans to procure on a sole source basis European Activity Set (EAS) logistics and maintenance support services for the 405th U.S. Army Field Support Brigade (AFSB). The requirement is for Army pre-positioned stock for an Armor Brigade Combat Team (ABCT) in Mannheim, Germany. The basic contract is a hybrid and the extension of services is in accordance with FAR 6.302-1(a)(2)(iii) because there is only one responsible source and there would be a substantial duplication of cost to the Government that is not expected to be recovered through competition. During this period multiple task orders may be written for services authorized in the contract. There is no request for proposal and no solicitation will be posted, as the contract is already awarded. The contractor is responsible for the staging, issuing and receiving of equipment in support of multiple semi-annual European Rotational Forces (ERF) Training Exercises in accordance with Headquarters, Department of the Army (HQDA) approved Equipment Density Requirements lists (EDRL). Contractor support is required to ensure equipment is maintained at TM 10/20 standard IAW AR 750-1, para. 3-2, TM 38-470. Care of Supplies in Storage (COSIS) and maintenance shall be performed on EAS equipment based on Supply Storage Serviceability Standards and TM 38-470. Equipment will require Preventive Maintenance inspections and services and 10/20 services of the equipment in the density list. The supply services required are inventory, location survey, shelf-life management, inspection, preservation, and COSIS on the APS which consist of Class II, IV, VII and IX (less Aviation and Missile). Services performed by the contractor shall include those supply, quality, and logistics functions necessary to perform COSIS on supplies and material controlled by the 405th AFSB IAW AR 740-26. The contractor shall determine the complexity of the item; cyclic inspections may require the coordinated efforts of inspection, storage, and maintenance personnel. Warehouse and location maintenance of all stored items shall be maintained IAW DA PAM 710-2-2, AR 710-2, and AR 735-5. The contractor shall comply with requirements and operation of applicable systems as outlined in the Performance Work Statement (PWS). The Contractor shall receive, download, account, and transport CL I, II, III (P), IV, VII, and IX materiel to designated EAS representative. The Contractor shall inspect equipment and materials based on field level standards, unless otherwise directed by the EAS representative to include 100% inventory of the components, to determine serviceability and Condition Code (CC) status of the major end item and applicable BII/COEI. The Contractor shall manage a materiel maintenance and supply operation facility and prepare and maintain plans to deploy to any location within the NATO area of operations with 72-hour notice. Once deployed, the Contractor shall participate in support operations associated with hand off of EAS unit sets or sustainment equipment. The Contractor shall operate an equipment configuration and hand-off area where the unit set or sustainment equipment will be prepared for hand-off to supported forces. The Contractor shall prepare to support EAS related exercises on a Europe-wide basis and quickly deploy assets and personnel Europe-wide to support a variety of military contingencies, exercises, and Operations Other Than War (OOTW). The Contractor shall furnish the necessary services, personnel, labor, materials, supplies and equipment (except those listed as Government Furnished Property) to meet all contractual requirements. The Contractor shall ensure compliance with all applicable Federal, State, and Local laws, regulations and policies including those of the405th AFSB, 405th AFSBn, USAG Bavaria and USAG Rheinland-Pfalz. The contractor is also responsible for various other program management, reporting, and special program functions as outlined in the PWS.
