- The United States Army Medical Research Acquisition Activity (USAMRAA) has a requirement in support of the U.S. Army Medical Materiel Agency (USAMMA) to procure commercially available, turn-key Medical Oxygen Generation System (MOGS) units, related items, and annual training to support Army Combat Support Hospitals and other deployed military applications worldwide. The MOGS required by the United States Army must produce at least 120 Liters Per Minute (LPM) of oxygen, be commercially available, approved by the Food and Drug Administration (FDA), and manufactured consistent with the Quality System Regulation (QSR) at the time of contract award. The Government expects to award a single Indefinite Delivery Indefinite Quantity Contract for a 12-month base period and four 12-month option periods. The North American Industry Classification System (NAICS) code for this procurement is 333912 and the size standard is 500 employees. As the evaluation process for the upcoming solicitation will include two-phases and will involve testing and evaluation of a demonstration unit/sample, the IDIQ contract award date is estimated on or about September 2016. This is a pre-solicitation notice that a solicitation has been scheduled to be released via FedBizOpps (www.fbo.gov) to the vendor community on or about March 31, 2016, and will close approximately 30 days after the issuance date. Specifications of the requirement will be provided in solicitation W81XWH-16-R-0001. Please note, however, the prior to issuance of the solicitation, the Government intends to post a DRAFT solicitation for the purposes of requesting feedback from interested Offerors and promote early exchanges of information. This DRAFT solicitation will be posted on or about February 8, 2016 and will serve to support the Government's market research and acquisition planning efforts. The DRAFT solicitation posting will not serve as an Invitation for Bid, Request for Proposal, or Request for Quotation. Those interested in obtaining the solicitation (once it is posted) can access it at the Federal Business Opportunities website at www.fbo.gov and search for solicitation W81XWH-16-R-0001. Requests made by phone will not be accepted. No solicitations will be provided by hard copy, fax, or e-mail. All Offerors are responsible for checking for amendments to the solicitation from the internet. The Government is not responsible for any loss of internet connectivity or for an Offeror's inability to access the documents posted at the referenced website. To be eligible for an award or payment from any DoD activity, Offerors must provide registration information to the System for Award Management (SAM). All Offerors must be registered prior to receiving an award. Registration instructions may be obtained, and online registration may be accomplished at www.sam.gov.
