Draft Statement of Work Small Business Sources Sought Notice Introduction: This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. Background: The National Institutes of Health (NIH) is the lead federal agency for the conduct of biomedical research both within the United States and internationally. Due to the prominence of the NIH in the field of biomedical research, its vast network of intramural and extramural researchers and its ability to mobilize intellectual and material resources to solve known and emerging health issues, the government has tasked NIH with mobilizing civilian bio-defense research. To support this research, there is a critical need to have available high and maximum containment laboratory facilities (Biosafety Level 3 and 4) where research can be performed and, if necessary, intervene in the event of a regional or national emergency. The Division of Occupational Health and Safety (DOHS), Office of Research Services (ORS), is one of the organizations responsible for the design and operation of NIH's biocontainment facility and has on staff a number of professionals with many years of experience in the operation of maximum/high level biocontainment facilities. NIAID has supported the DOHS in providing a biosafety and biocontainment training program, at the professional level, to meet the growing national need for biosafety and biocontainment professionals. Purpose and Objectives: The purpose of this proposed contract will be to support the National Biosafety and Biocontainment Training Program (NBBTP) which prepares biosafety and biocontainment professionals of the highest caliber to meet the needs of the biomedical, emerging disease and civilian biodefense research communities. The NBBTP provides a variety of education opportunities to the national biosafety community. The current NBBTP includes a Fellowship Program that recruits and trains professionals from across scientific disciplines in the field of biosafety and biocontainment in support of high containment research environments. Project requirements: The Contractor shall provide all of the necessary personnel and resources in order to oversee, manage, and improve all components of the NBBTP. This requires the Contractor to, at a minimum, oversee and direct the program's technical and administrative functions and utilize best practices to contain costs and optimize outcomes in all aspects of the program. Specifically the Contractor shall: 1) Provide sufficient staffing to support the Fellows and the daily operations of the program; 2) Recruit qualified Fellows and promote the NBBTP within the scientific community; 3) Manage the NBBTP Scientific Advisory Board (SAB) that provides educational guidance and oversight of the NBBTP; 4) Provide travel arrangements in support of NBBTP activities; and 5) Maintain the NBBTP website located at http://nbbtp.org/. Anticipated period of performance: It is anticipated that one (1) Firm-Fixed Price contract will be awarded. The period of performance will be for one (1) year (Base Period) plus four (4) one year options (terms that may be exercised by the Government unilaterally), for a total possible performance period of five (5) years. Other important considerations: The Government may, in the future, have the need to provide specialized training in the area of biosafety in maximum containment research laboratories. This training, if requested by the government, will entail expert educational support services to develop and present specialized Biosafety Level 4 training to personnel working at the Integrated Research Facility (IRF), at the NIH BSL-4 National Training Center (BSL-4 NTC) and other public and private organizations working in the arena of BSL-4 biosafety. Please provide what level of training your company can provide regarding Biosafety Containment Labs and whether or not there is experience with high and maximum levels of training. Where possible, cite examples of current or past work as applicable. Capability statement / information sought: Capability statements must specify the offeror's business size and type, and demonstrate similar work that has been performed in the past and the dollar value of that work. Capability statements should also clearly demonstrate the offeror's ability to fully meet the technical and personnel requirements specified above and in the attached Statement of Work (SOW). Note that this is not a request for proposals. Page Limitations: Interested qualified small business organizations should submit a tailored Capability Statement not to exceed 5 pages, excluding resumes. Capability Statements must not include links to internet web site addresses (URLs) or otherwise direct readers to alternate sources of information. Font size must be 10 to 12 points. Spacing must be no more than 15 characters per inch. Within a vertical inch, there must be no more than six lines of text. Print margins must be at least one-inch on each edge of the paper. Print setup should be single-sided on standard letter size paper (8.5 x 11" in the U.S., A4 in Europe). All proprietary information should be marked as such. Facsimile responses will not be accepted. Common Cut-off Date: Electronically submitted tailored capability statements are due no later than 3:00PM (Eastern Prevailing Time) on February 18, 2016. CAPABILITY STATEMENTS RECEIVED AFTER THIS DATE AND TIME WILL NOT BE CONSIDERED. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s)."
