- CV Pilot Evaluation Synopsis This synopsis is issued in accordance with FAR Part 5.203 in response to the mandatory requirement for a pre-solicitation notification. The purpose of this synopsis is to announce the Federal Highway Administration's intent to issue a solicitation for a full and open competition to procure services for non-personal, technical support services for the CV pilot deployment and program evaluation. The CV Pilot Deployment program will be conducted under three phases: Phase 1: Concept Development Phase, Phase 2: which this requirement will evaluate the Design/Build/Test, and Phase 3: Maintain and Operate. The three selected sites (ICF/Wyoming, New York City, and Tampa (THEA)) are in the Concept Development Phase (Phase 1). Upon successful completion of the Concept Development Phase, USDOT anticipates issuance of site-specific Cooperative Agreement covering the second and third phases of the effort, namely a Design/Build/Test (Phase 2) and Maintain/Operate Phase (Phase 3). The United States Department of Transportation (USDOT) intends to select a contractor based on proposals received under Solicitation Number, DTFH6116R00004. As a result of this solicitation, the Federal Highway Administration (FHWA) intends to award a single award Indefinite-Delivery-Indefinite-Quantity (IDIQ) contract to meet ITS-JPO's needs for technical evaluation support service of the CV Pilot Deployment Program. This award will allow for task orders to be issued as either Time-and-Materials (T&M) and/or Firm-Fixed-Priced (FFP). The anticipated period of performance will not exceed 60 months. It is anticipated that the solicitation will be issued on or before February 29, 2016.
