- This notice is posted in accordance with FAR Part 5.2 and 36.213-2 This RESTRICTED ACQUISITION is set aside for 8(a) Program restricted to only those contractors with a bonafide/verified place of business in the servicing SBA area 0681. The North American Industry Classification Code (NAICS) for this requirement is 237310 - Highway, Street and Bridge Construction with a size standard of $36.5M. In accordance with FAR Part 4.1102 and DFARS 252.204-7004, Alternate A, System for Award Management (SAM), contractor must be registered in SAM prior to award. Offerors may obtain information on registration at https://www.sam.gov. The 502d Contracting Squadron, Joint Base San Antonio (JBSA) is contemplating the issuance of a Request for Proposal (RFP), the objective of this project is performing concrete slab repairs on the east apron near Taxiway A, JBSA-Randolph and to accomplish the design/mill/overlay of the asphalt overruns of the East Runway 14L/32R. General Scope of Work: The contractor shall provide all personnel, equipment, and supervision necessary to perform concrete slab repairs on the east apron near Taxiway A, JBSA-Randolph and to accomplish the design/mill/overlay of the asphalt overruns of the East Runway 14L/32R. Base Bid - The scope of work is a full depth replacement of the Portland Cement Concrete (PCC) pavement within the areas defined on the drawings and specifications for East Ramp, TYMX15001. Work also includes replacing/compacting the aggregate base course beneath the replaced slabs. Contractor shall repaint the repair concrete IAW the drawings provided. Optional Bid 1 - Design/Build Mill and Overlay Overrun East Runway 14L/32R: The contractor shall design/build a mill and overlay of both overruns of the East Runway of JBSA Randolph (14L and 32R). O ptional Bid 2 - Repair Apron for Engine Test Pad, West Apron: The objective of this project is to install a new Power Check Pad and Anchor in the Southwest Parking Apron for the T-6 Aircraft, and to remove the anchor and steel which is currently located in the original Power Check Pad concrete slab (Southeast Apron). The Compass Rose and Power Check Pad shall be separated from each other to eliminate magnetic interference between the anchor/steel re-enforcements and of the Compass Rose. Where the existing pad & anchor are removed, the contractor will install a new concrete pad(s). Note: The above description of work is for the purpose of general information only and is not intended to include and describe every feature or item of work or to define the scope of work. THIS IS A PRESOLICITATION SYNOPSIS NOT A REQUEST FOR PROPOSAL. Any subsequent RFP will be made available electronically via the FedBizOpps (FBO) website (https://www.fbo.gov) on or about 22 Feb 2016. Offerors are responsible for routinely checking the FBO website for any possible solicitation amendments that may be issued. This notice does not commit the Government to award a contract. No collect calls or facsimile transmissions will be accepted. Any costs incurred as a result of a response to this announcement shall be borne by the firm and will not be charged to the Government for reimbursement.
