- This is a SOURCES SOUGHT NOTICE for Market Research purposes only. The Government is trying to determine the availability of a certain Brand Name for an upcoming acquisition. No awards will be made from this Sources Sought Notice. No solicitation will be available at this time. However, responses to this Sources Sought Notice may be used to determine appropriate acquisition strategies for future acquisitions. The Army Corps of Engineers, Baltimore District intends to solicit and award a construction project. The construction project will be solicited competitively under future separate solicitation. This project may include a specific manufacturer, as described below, unless the results of these sources sought notification indicates otherwise. This notification serves three purposes: (1) to notify potential offerors of the Government's intent to solicit a brand name only component under this future construction project; (2) to identify potential sources that can provide the brand name only item and/or equivalent; (3) notification of the Army's intent to contract sole source for a Brand Name Only, if the market is unable to provide 'equivalent' products. The following items may be included in a future solicitation as sole source, if no sources are able to provide an equivalent system. In the event no equivalent equipment exists, the Brand Name Only justification will be issued pursuant to FAR Part 6.302-1, "Only One Responsible Source." A subsequent market survey will not be published in support of a Justification and Approval (J&A) for sole sourcing the resultant product(s) or system(s) in the event an equivalent product is not submitted for consideration. In such instances, the brand name or equal component will be embedded in the construction project that will be issued competitively. Only that part of the project requiring brand name components will be sole source, if no sources are able to prove an equal product. REQUIREMENT: 1) ELECTRICAL RELAYS/DEVICES: Schweitzer Engineering Laboratories' protective electrical relays and devices will be used to connect with and expand the existing campus‐wide SCADA system. The relay being installed in similar facilities is Model SEL‐751. The project requires medium voltage protective relays that will guard the electrical system against overcurrent and overvoltage events. 2) LOCKING MANHOLE COVERS: by Neenah Foundry. This project includes lockable manhole covers for the new electrical site utilities. The entire project site is critical, secure facility with limited access for cleared personnel only. All construction projects at similar facilities are using the Neenah Foundry Co. manhole cover Model R‐1751‐C. This manhole cover is a double lid lockable type. It is custom‐fabricated to a size which accepts a manhole lock bolt that is used universally on the campus to control security of the underground infrastructure. 3) DEAD BREAK BOXES (DBB): The DBB assembly manufactured by Gavan‐Graham Electrical Products Corp. #GGQ4368 has been installed on previous electrical projects on the campus. This project requires that the majority of new duct bank feeders terminate their building power connection at either existing or new DBBs provided by this contract. The determining factor for selection of this custom‐fabricated assembly is that its internal components can withstand 60kA Short Circuit Current Symmetrical, as confirmed by an approved testing laboratory. The government has requested the consistent use of these DBBs because the 60kA rating coincides with the parameters of the new campus‐wide electrical infrastructure, including the primary unit substations. A significant quantity of this DBB type has been recently installed for other projects. The use of this DBB type on campus will result in a consistency of termination connections and result in future reduced maintenance and cost of spare parts. 4) GRAB NET BARRIER: The project includes the installation of a Grab Barrier System by Future Net. This vehicular barrier is used in emergency situations to protect the facility assets and personnel from potential explosions and other threats carried by the attacking vehicle. Future Net is the only net barrier system that has met all installation requirements. Future Net's ability to be reset after a significant impact or removal to facilitate a return to service has outperformed all other barriers allowing traffic to potentially be restored within minutes. Submissions in responses to this sources sought notice must be submitted in writing via email to Ed McKee - at edward.v.mckee@usace.army.mil no later than 5 P.M. EST on 10 February 2016. This is a market survey and notification of intent only. This is not a request to respond to a solicitation. This project will be solicited at a future date.
