Description
This is a request for information only. There is no solicitation available at this time. The 355 th Contracting Squadron is conducting market research to seek qualified businesses capable of providing a variety of pararescue training to include but not limited to combat medical training, tactical shooting, technical rescue, and snow and ice training. All requested trainings are detailed below with a brief description. To submit information on this RFI vendors do not need to meet all requirements. Please identify which requirements you can meet. Also, if a requirement cannot be met please submit if subcontracting that requirement is a possibility. The primary North American Industry Classification System (NAICS) code for this procurement is 611699 - All Other Miscellaneous Schools and Instruction. However, other NAICS will be considered. If a vendor believes another NAICS works better please email the contacts listed below with the NAICS and reasoning. This is not a request for proposal. Any information submitted is strictly voluntary. The Government will not pay for any information submitted in response to this announcement. Standards for all trainings must meet at a minimum pararescue's Career Field Education & Training Plan and Task, Condition, Standards. Medical - provide TCCC and live tissue training for up to 24 students (1:3 ratio for patients), provide role players in full mission profile scenarios. Combat Medical - provide cadavers to train in the current areas of operation and injury patterns as well as provide the ability to train to the specific skills of the Pararescuemen as a tactical rescue specialist. Contractor must be nationally accredited as described on NREMT.org and accreditation must be posted on cecbems.org. Technical Rescue - Provide high angle and advanced Mountain rescue techniques IAW with Rigging for Rescue handbook and CFETP Maritime/Dive - Provide dive tactics and training that involve dive equipment, small boats, and search procedures Small Unit Tactics - provide training on small unit tactics, movement and formations, security procedures and room clearing protocols Shooting - provide Tier-1 level shooting training encompassing M4, M9, and crew served weapons; this includes live fire and simulation munitions training Snow/Ice - provide training on glacier crossing, ice climbing, avalanche rescue and hazardous terrain crossing Swift Water - provide training on safety procedures and rescue techniques to perform recovery operations in swift water conditions Communications - provide communication training on handheld military radios (117, 152, 148) and other communication software (ie. FalconView) Fixed Wing Insertion - provide training and instruction on parachute operations and insertion techniques, required to provide own aircraft, pilots and applicable ranges to conduct military freefall and static line jumps. Contractor must be on Paratroop Air Carrier Listing per DoDI 4500.53. Rotary Wing - provide training and insertion techniques (ie. fast rope, rappel, rope ladder, hoist) using helicopters, vendor will be responsible for providing aircraft, pilots, gas and transportation of logistics equipment to conduct training Mission planning - instruct tactical mission planning instruction for ground operations utilizing the Military Decision Making Process (MDMP), and Troop Leading Procedures (TLPs) methodology, and also coincides with Guardian Angel TTPs Qualified businesses shall submit an electronic copy of the requested information to Mr. Jeremy Dedmon, SSgt Marilyn Menjivar, or TSgt Woodard Moore via email, mail, or hand carry/courier or overnight carrier (see address below) no later than Friday, 4 March 2016, 10:00 a.m. Local Arizona Time. No contract will be awarded on the basis of information received in response to this notice.
