- Amendment # 11 Solicitation VA101-15-R-0165 1. Clarification to Question and Answer #1 Offeror Questions: Question and Answer #152: Question: "Please clarify what is required to be connected to the alternate power source (generators). SFO indicates that generators shall be provided that will "back up the entire clinic". Does this mean that all chillers, boilers and air handlers, including the N+1 units, must be backed up by emergency power?" Answer is changed from: "Yes, emergency power shall back up the entire clinic." Answer is changed to: "Per the SFO the generator shall have a minimum of 24 hours fuel supply. The generator shall be sized to run emergency power to the building for critical items and not full building functionality." 2. Clarification to Clarification #2 Offeror Questions and Responses: Question and Answer #2: Question: "Is an electric heat option available as an alternate to the 4 pipe system?" Answer is changed from "VA will consider if proposed." Answer is changed to: "Electric heat is not prohibited. An offeror may propose alternate systems with proper explanatory narrative and information to support their proposal. Due to the geographic location of the site alternate systems are encouraged if they represent cost savings to the Government." Question and Answer #35: Question: "Please clarify if a solar based lighting or water system is required for the facility? SFO mentions electric, gas and solar heaters to be stand alone. Please clarify." Answer is changed from: "Solar is not a requirement but is not prohibited." Answer is changed to: "The overall use of solar is not a requirement. However, the SFO states "Per the Energy Independence and Security Act (EISA) Section 523, meet at least 30% of the hot water demand through the installation of solar hot water heaters, when life-cycle cost-effective." Alternate systems providing similar service at a lower cost to the Government are encouraged, including the use of solar and photovoltaics." ---END OF CLARIFICATION--- All offerors must acknowledge receipt of this amendment in order to be considered responsive, see attached Acknowledgement of Receipt form, which includes acknowledgement for amendments #11.
