- The NAVSUP Fleet Logistics Center Norfolk, Philadelphia Office intends to solicit a Firm Fixed Price contract to provide support to the Returning Warrior Workshops (RWW). The ultimate goals of the RWW are to improve the psychological health of the reservist or other service member attendees and his/her family, and increase their resiliency and readiness to better cope with future assignments and /or deployments. This requirement will be solicited as a 100% Small Business Set Aside. NAVSUP FLC Philadelphia Detachment intends to procure services on behalf of the Bureau of Medicine and Surgery, (BUMED) for the provision of event planning services (e.g., planning, coordination, administration, and execution) for two-day Returning Warrior Workshops (RWWs). These Workshops are held regionally in the United States and its territories, and are affiliated with the Navy Reserve ™s six regional Reserve Component Commands (RCCs). The contractor will be responsible for coordination, administration and execution of 16 Returning Warrior Workshops annually in support of the following six Regional Reserve Component Command (RCC ™s): Navy Region Mid-Atlantic Reserve Component Command, Norfolk, VA; Navy Region Southeast Reserve Component Command, Jacksonville, FL; Navy Region Midwest Reserve Component Command, Great Lakes, IL; Navy Region Northwest Reserve Component Command, Everett, WA; Navy Region Southwest Reserve Component Command, San Diego, CA; Navy Region Southeast Reserve Component Command, Fort Worth, TX. The base period of performance for this acquisition is anticipated to begin on 1 September 2016 and continue through 31 August 2017. The proposed contract will contain two one-year options periods. The applicable North American Industry Classification System (NAICS) Code is 541690 (Other Scientific and Technical Consulting Services) and the Small Business Size Standard is $15.0M. The solicitation will be made available electronically upon its release at the Navy Electronic Commerce Online (NECO) website, www.neco.navy.mil. It is anticipated that the solicitation will be released on or about 29 February 2016. Paper copies, faxed copies, or email copies of the solicitation will not be provided. Interested parties are solely responsible for monitoring the above website for posting of the RFQ and any amendments. The Government will not pay for the information received. The closing date for the receipt of offers will be set forth in the RFQ. Offerors must be registered in the System for Award Management (SAM) database in order to be considered for award.
