INTRODUCTION THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION. The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), intends to negotiate and award a purchase order on a noncompetitive sole source basis to Valiant Instruments, 102 Corral Trail, Ellisville, MO 63011-2332 to provide a complete freeze-slammer system to the NHLBI Division of Intramural Research (DIR) in accordance with the following information. BACKGROUND The Taraska Lab within the Biochemistry and Biophysics Center of the DIR has been doing platinum replica electron microscopy for several years with critical point drying. Freeze slamming allows superior preservation of the original cells, providing researchers with more accurate data. The freeze slammer was originally designed by Heuser and Reese, however John Heuser has since improved the design and Valiant Instruments manufactures this equipment with John Heuser's designs. PURPOSE The purpose of this acquisition is to purchase a freeze slammer that will be able to instantaneously freeze single layer cells grown on coverslips. A custom freeze slammer, designed in collaboration with a top expert in the field, and produced by Valiant Instruments, has been shown to get the best results for freezing these cells in their native state and getting the highest resolution in ultrastructural preservation. The Taraska Lab will be using this instrument for the highest resolution correlative fluorescence microscopy and electron microscopy. CONTRACTOR REQUIREMENTS The contractor shall provide the following: - Complete slam-freezer system. Contains freezing machine with stant. - Control box with transfer lines. - 100 specimen mounts. - Gas manifold and regulator. DELIVERY DATE The delivery date shall be eight (8) weeks after receipt of the award. JUSTIFICATION The sole source determination is based on the fact the research of the laboratory involves the highest resolution correlative fluorescence microscopy and electron microscopy. This custom freeze slammer, designed in collaboration with a top expert in the field, is currently only produced by Valiant Instruments. Through the course of performing market research, there were found to be no third-party resellers who sell this piece of equipment. In addition, service and repairs, as well as replacement parts, are only able to be provided Valiant Instruments. REGULATORY AUTHORITY This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1(b) Soliciting from a single source (for purchases not exceeding the simplified acquisition threshold) and only one responsible source and no other supplies or services will satisfy agency requirements. ADDITIONAL INFORMATION The North American Industry Classification System (NAICS) Code is 339112, Surgical and Medical Instrument Manufacturing, and the Small Business Size Standard is 500 employees. This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, therefore the requirements of FAR Part 6, Competitive Requirements, are not applicable and the resultant award will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-86 (February 1, 2016). This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by February 16, 2015 at 9:00am EST and must reference synopsis number HHS-NIH-NHLBI-CSB-(HL)-2016-060-KMA. Responses shall be submitted to the National Heart, Lung, and Blood Institute, Office of Acquisitions, COAC Services Branch, 6701 Rockledge Drive, Room 6127, Bethesda, Maryland 20892-7902, Attention: Kevin M.
